Current estimates put the price tag near $1 billion. Pataki and Mayor Mike Bloomberg have set the end of June as the deadline for resolution.

Rampe will coordinate with Sciame to meet this deadline and ensure the memorial is complete by September 11, 2009. In addition to this, Rampe will delegate projects and make certain that work on the site is consistent with architect Daniel Libeskind's Master Plan.

Officials expressed confidence in both men.

"Kevin Rampe has shown an unwavering commitment to the rebuilding and revitalization of Lower Manhattan Lower Manhattan is the southernmost part of the island of Manhattan, the main island and center of business and government of the City of New York. "As the former President of LMDC and member of the Executive Committee of the World Trade Center Memorial Foundation, Rampe has already made tremendous contributions to the rebuilding effort and been a tireless advocate for the creation of a fitting and appropriate memorial to our lost heroes. He brings the dedication, experience, energy and insight necessary to keep the momentum going on the reconstruction of the World Trade Center and the revitalization of downtown."

Pataki and Bloomberg were equally optimistic about Sciame.

Bloomberg said, "We will never forget what happened on September 11, 2001 and it is paramount that we make sure we are able to build a memorial that captures the depth of those attacks while honoring the memory of those lost. Frank Sciame's breadth of experience building in Lower Manhattan and restoring some of New York City's most historic landmarks speaks for itself and we are fortunate that he has agreed to join this important effort to ensure we have a project we can be proud of that is built on time and within the budget set by the Governor and myself."

Frank Sciame established F. J. Sciame Construction Co., Inc. in 1975. In the years since, he has led the firm to its current position as one of the tri-state's leading construction management firms.
