Prosecutors on Friday charged Ryan Willis with murdering Crystal Angelica Stahl of Palmdale and also filed four special circumstance allegations that make Willis eligible for the death penalty or life in prison without the possibility of parole. ``She was burned to death in her cab,'' Deputy District Attorney Phil Rabichow said. Willis, who was arrested Wednesday, was charged with murder and four allegations that the murder was committed by means of torture and lying in wait, and during the commission of a kidnapping and robbery, Rabichow said. He also was charged with kidnapping and robbery. A decision on whether to seek the death penalty or life without parole will be made by a committee of prosecutors after Willis' preliminary hearing. Homicide detectives say they believe they know the motive for the crime but declined to discuss it until it can be confirmed. They say Willis was tied to the murder by both physical evidence and witnesses' statements, but declined to elaborate. Rabichow said the case will be prosecuted by Deputy District Attorney Lisa Chung, who is head of the domestic violence unit in the Lancaster office.
