, the U.S. member firm of Grant Thornton International, announced today that C. Morgan Kinghorn has joined the firm's Global Public Sector practice, Alexandria, Va. as chief operating officer Chief Operating Officer (COO)

, following a distinguished 30+-year career in both public and private sector financial and policy management.

"Morgan Kinghorn has managed and reengineered some of the federal government's most complex organizations," said Hank Steininger, managing partner of Grant Thornton's Global Public Sector. "He brings to our firm a great combination of Federal financial, budgetary, operational, and policy management experience," said Steininger.

Most recently, Kinghorn was President of the National Academy of Public Administration, having been elected an Academy Fellow in 1992. Previously, he served as Controller and Chief Financial Officer of the U.S. Internal Revenue Service from 1990 to 1995. Prior to that time, he was Assistant Director for Financial Management at the U.S. Office of Management and Budget The Office of Management and Budget (OMB), formerly the Bureau of the Budget, is an agency of the federal government that evaluates, formulates, and coordinates management procedures and program objectives within and among departments and agencies of the Executive Branch. , where he provided leadership on all financial management issues throughout the federal government.

He also served with the U.S. Environmental Protection Agency Environmental Protection Agency (EPA), independent agency of the U.S. government, with headquarters in Washington, D.C. It was established in 1970 to reduce and control air and water pollution, noise pollution, and radiation and to ensure the safe handling and  over a nine-year period as Budget Director, Comptroller, and Deputy Assistant Administrator. Kinghorn began his government career with the U.S. Bureau of the Budget, where he was a Budget Examiner for Defense programs, and Senior Budget Examiner and Acting Branch Chief of OMB's Environment Branch.

Kinghorn's distinguished public service career earned him the Presidential Distinguished and Meritorious Presidential Rank Awards, the Senior Executive Association's Executive of the Year, and the Donald Scantlebury Award, the highest award for financial management excellence in the federal government.

More recently, Kinghorn was a Partner with IBM (International Business Machines Corporation, Armonk, NY, www.ibm.com) The world's largest computer company. IBM's product lines include the S/390 mainframes (zSeries), AS/400 midrange business systems (iSeries), RS/6000 workstations and servers (pSeries), Intel-based servers (xSeries)  Business Consulting Services in Washington, D.C. (formerly PricewaterhouseCoopers LLP LLP - Lower Layer Protocol ), where he led IBM's Public Sector Financial Management Practice. He previously was Director with Coopers & Lybrand LLP and co-authored two books on financial management reform, entitled Public Dollars Transformation and Public Dollars, Common Sense.
