C. K. Cooper &Company today released an 8 page research report on Texoil Inc. (Nasdaq:TXLI).

In this report, C. K. Cooper raised its Short-Term rating to Buy and raised its Long-Term rating at Strong-Buy. The firm stated that it currently projects Texoil Inc. to earn $0.31 for the year ending December December: see month.  31, 1999 increasing to $0.88 in 2000, placing goal price of $12.50 per share during that period.

&uot;Throughout 1999, we continued to cast a wary eye towards Texoil, in anticipation of what may occur as a result of depressed commodity prices in 1998. Yet, rather than moving backwards, during this period, Texoil took small steps that when combined together have positioned the Company for a period of necessary sustained and rapid growth. Furthermore, based upon our standard measurements of value, Texoil appears to be very undervalued Undervalued

Notes:
The difficulty is knowing what the "true" value actually is. Analysts will usually recommend an undervalued stock with a strong buy rating.
