, has appointed Byron J. "Barney" O'Quinn, P.E., vice president and transportation project development director.

In this role, O'Quinn is responsible for the oversight and expansion of the firm's national transportation project development practice.

O'Quinn, recognized nationally as an expert within the transportation industry, has 34 years of experience in conducting highway route location studies, feasibility studies, and environmental permitting. He has demonstrated success in balancing the social, economic, environmental, and engineering aspects of transportation projects. By appointment of the U.S. Secretary of the Interior, O'Quinn currently serves on the Going-to-the-Sun Road Going-to-the-Sun Road is the main parkway through the heart of Glacier National Park in Montana, USA.
