The BBCI analyzes seven key business indicators to measure overall short- and long-term business confidence. Scaled from one to five, the BBCI value from last quarter's survey for short-term confidence (through Sept. 30) was 3.2, with the long-term value (through March 31, 2003) slightly higher - and unchanged from the previous quarter - at 3.6. The Index showed that business leaders had a mood of dogged determination to hold on for better times, yet felt stalemated stale·mate n. 1.
