THE PACESETTER

DOWNTOWN Downtown (called a "city centre" in British English) is a term used in North America when referring to a city's core, usually both in a geographical and commercial / community sense.  CENTER BID

IT was business as usual in 2001 for the county's largest Business Improvement District. The Downtown Center BID topped the list for the third straight year, working off a budget almost identical to last year's.

At $4.5 million, Downtown Center's budget for 2001 fell $10,000 shy of 2000's and easily eclipsed the $3 million budget total for the No. 2-ranked Fashion District BID.

Downtown Center, established in 1997, is a property-based BID, with landlords, not tenants, paying the fees. There are 488 rent-collecting landlords that own about 1,400 properties (owner-occupied adj. 1. lived in by the owner; - of dwellings.

inhabited - having inhabitants; lived in; "the inhabited regions of the earth"

The Top 25 districts had a collective budget of $23.4 million, a 9 percent increase over 2000 and a 22 percent increase over 1999. This, despite the fact that the total number of members -- either property owners in property-based districts or business owners in the merchant- or tenant-based districts -- declined by about 5 percent.

"If the BID is well run and accountable and has enough money to put people on the street (for services like cleaning, security and maintenance), they do make a difference," said Carol Schatz, president of Downtown Center BID, the county's largest.

 BID, which debuted at No. 10, the Historic Core, which jumped to No. 4 from No. 8, and the Toy District, which more than doubled its budget last year.

The L.A. Downtown Industrial District fell two spaces to No. 8 while Pasadena's South Lake Business Association and West Hollywood's Avenues of Art and Design fell off the list altogether.
