CENTER BID IT was business as usual in 2001 for the county's largest Business Improvement District. The Downtown Center BID topped the list for the third straight year, working off a budget almost identical to last year's. At $4.5 million, Downtown Center's budget for 2001 fell $10,000 shy of 2000's and easily eclipsed the $3 million budget total for the No. 2-ranked Fashion District BID. The Top 25 districts had a collective budget of $23.4 million, a 9 percent increase over 2000 and a 22 percent increase over 1999.
