Center BID, No. 1 on the list. The No. 2 Fashion District BID, also up for renewal this year, faces the prospect of a competing BID proposed by unhappy property owners. The new BID would encompass about 90 percent of the Fashion District's existing area. No. 6 L.A. Downtown Industrial District is currently going through its first renewal. The property-based BID has plans to roughly double its coverage area, from 34 blocks to 67 blocks, expanding to the north and south of its current location. THE PACESETTER DOWNTOWN CENTER BID CALL it a four-peat for the Downtown Center Business Improvement District. The 64-block district is again L.A.'s largest, with its budget holding steady at $4.5 million from the previous year. Established in 1997, Downtown Center had a busy year in 2002.
