Bunn faces new ethics complaint.

SALEM - State schools Superintendent Stan Bunn is the subject of a new ethics review - this time for a mailing he sent out, apparently at Department of Education expense, defending himself in the wake of ethics problems.

A complaint, made by state Sen. Tony Corcoran, D-Cottage Grove, was received by the Government Standards and Practices Commission.

In his letter, Corcoran questioned whether Bunn violated ethics law by sending out a newspaper editorial, a summary of his accomplishments in office and a cover letter at state expense. Corcoran estimated the cost of sending such mailings to 90 legislators at $51.30, excluding printing and staff time.

"I was just outraged," Corcoran said Friday.

In the Jan. 31 letter that Corcoran received, Bunn wrote that he wanted to be sure Corcoran was able to review the Albany Democrat-Herald The Albany Democrat-Herald is the daily newspaper of Albany, Oregon, United States. Lee Enterprises owns both the Democrat-Herald and the Corvallis Gazette-Times. The two papers publish a joint Sunday edition, the Mid-Valley Times.  editorial about the ethics case, in which Bunn was found in violation of state law by making personal use of state phones and a state vehicle.

"This editorial gives a different perspective than some information you may have read to date," Bunn wrote. The Jan. 24 editorial said Bunn "may be getting a raw deal" and that to most Oregon voters and taxpayers, the charges "look picayunish pic·a·yune

Because Bunn is challenging the commission's findings, the panel must file them with Marion County Marion County is the name of seventeen counties in the United States of America, mostly named for General Francis Marion:

 Circuit Court.

The ethics commission's executive director, Pat Hearn, declined to speak about the specifics of Corcoran's complaint, other than to say, "we're doing a preliminary review. And it's inherent that if we're doing a preliminary review, there might be some possibility of a violation."

Bunn did not return a phone call Friday to comment on the complaint. His attorney, John DiLorenzo Jr., declined comment, saying he was unfamiliar with the complaint and hadn't been authorized au·thor·ize
