Building bridges engaging civil society from OIC countries and other Muslim communities with the multilateral sphere/Construire les ponts: engager la Societe Civile des pays de l'OCI et d'autres Communautes Musulmanes dans la Sphere Multilaterale.

The workshop was organised by the Montreal International Forum (FIM) in partnership with the Institute of Strategic and International Studies (ISIS-Malaysia). The Montreal International Forum (FIM) is an International Non-Governmental Organization (INGO) established in 1998 as a global alliance of individuals and organizations with the goal of improving the influence of international civil society on the United Nations and the multilateral system. The FIM's broad mandate is to strengthen international civil society's capacity to impact upon the multilateral system, and to do so from a perspective of strengthening the South. Founded in 1983, ISIS-Malaysia is an independent, nongovernmental body engaged in a wide range of activities, including objective and independent policy research, and fostering dialogue and debate among the public and private sectors and academia.

The workshop was born out of an assessment that civil society from Muslim countries and communities is too often absent from, or poorly represented in dialogues with multilateral bodies. The emphasis of the meeting was to identify proposals and a joint action plan that would demonstrably strengthen the influence of civil society from within Muslim countries and communities upon multilateral policies. Participants were encouraged to identify one major multilateral event, or organization/structure whose policies are important to Muslim countries and communities. Emphasis was placed on identifying actions that were realistic and achievable in the near future.

Two case studies were presented at the workshop:

Abdel Monim Hag Elgak, The Darfur Consortium, the UN Security Council and the International Criminal Court (ICC): Taking First Steps Towards Justice in Darfur

This case study reflected on the experience of the Darfur Consortium--with particular reference to the Consortium's success in referring the tragic situation in Darfur to the ICC and the African Union.

Mahboubeh Abbasgholizadeh, CEDAW, Our Unrealized Dream The case study examined the role of the Iranian civil society that has been the most effective apparatus in the recent decade to bring women together in order to advocate for the observance of women's human rights in Iran and especially the ratification of CEDAW.

Priorities for Action were agreed as follows (substitute from the summary of this meeting sent in April 06):

* The focus could be on one or more events--i.e. The Sixth International Conference on New or Restored Democracies (Doha, Qatar, November 2006); The 3rd BMNEAP Summit--Forum for the Future (Amman, November 2006).

* Impact/Work on the following multilateral organizations and their policies that are viewed as the most relevant to Muslim countries: Organization of the Islamic Conference (OIC), African Union (AU), Broader Middle East and North Africa Programme (BMENAP), the United Nations.

* Map out institutions to work with (i.e. OIC, AU, BMENAP etc.); Bridge the knowledge gap; Develop and recommend tools and mechanisms of influencing these institutions (i.e.: convince OIC to develop an 'NGO consultative status'). The recommendations should be sustainable, and be applicable by civil society across Muslim countries.

* Build a committee/working group comprised of members from various regions of the world and would work on next steps.

Conclusion

The workshop agreed to set up a working group with the purpose of following up the key proposals identified by the workshop (See above).

It was suggested that the Doha conference might be a place for the working group to advance the process.

1. One of the tasks of the working group would be to work out its name, function, and mandate.

2. The workshop mandated FIM to provide Secretarial support for the working group. ISIS also committed itself to supporting the working group.

3. The following participants volunteered for the working group: Ms. Chee Yoke Ling, Malaysia; Mr. Ziad Abdel Samad, Lebanon; Mr. Abdel Monim Hag Elgak, Sudan; Mr. Mohamed Tashseen, Pakistan.

L'atelier a ete organise par le Forum International de Montreal (FIM) en partenariat avec l'Institut des Etudes Strategiques et Internationales (ISIS-Malaisie). Le Forum International de Montreal (FIM) est une Organisation Non-Gouvernementale Internationale (ONGI) creee en 1998 en tant qu'alliance mondiale des individus et organisations qui visent a renforcer l'influence de la societe civile internationale aupres des Nations Unies et du Systeme Multilateral. Le mandat du Conseil du FIM est de renforcer les capacites de la Societe Civile Internationale pour exercer un impact sur le systeme multilateral. ISIS-Malaisie est une organisation independante, non-gouvernementale engagee dans un certain nombre d'activites, y compris les objedifs et la recherche independante des politiques ainsi que la facilitation du dialogue et des debats au sein des secteurs public, prive et academique.

L'atelier prend ses racines dans une evaluation selon laquelle la societe civile et les communautes des pays musulmans sont souvent absentes et mal representees dans des dialogues avec les organisations multilaterales. La reunion a mis l'accent sur l'identification des propositions et d'un plan d'action commun aux fins de renforcer manifestement l'influence la societe civile au sein des pays musulmans et des communautes regies par des politiques multilaterales. Les participants ont ete encourages a identifier un evenement, une organisation/structure multilateraux majeurs dont les politiques sont importantes aux pays musulmans et communautes multilaterales. L'accent a ete porte sur l'identification des actions qui etaient realistes et realisables dans un proche avenir.

Deux etudes de cas etaient presentees lors de l'atelier: Abdel Monim Hag Elgak, The Darfur Consortium, the UN Security Council and the International Criminal Court (ICC): Taking First Steps Towards Justice in Darfur Cette etude de cas etait une reflexion sur l'experience du Consortium de Darfour--avec une reference specifique au succes du Consortium quant a transferer la situation tragique de Darfour a la CPI et a l'Union Africaine.

Mahboubeh Abbasgholizadeh, CEDAW, Our Unrealized Dream Cette etude de cas a examine le role de la Societe Iranienne qui a ete l'instrument le plus effectif de la derniere decennie pour avoir uni les femmes en vue de faire le plaidoyer pour le respect des droits des femmes en Iran et plus specialement la ratification de la CEDAW.

Les priorites suivantes ont ete identifiees (tirees du resume envoye a la reunion en avril 06):

* L'accent pourrait etre mis sur un ou plusieurs evenements--c'est a dire. La Sixieme Conference Internationale sur la Nouvelle Democratie ou la restauration de la Democratie (Doha, Qatar, novembre 2006); Le 3eme Sommet BMNEAP--Forum pour l'Avenir (Amman, novembre 2006).

* Impact/Travail sur les organisations multilaterales suivantes et leurs politiques qui sont considerees comme les plus pertinentes dans les pays musulmans: Organisation de la Conference Islamique (OCI), Union Africaine (UA), Programme General de l'Orient et de l'Afrique du Nord (BMENAP), Les Nations Unies.

* Identifier les institutions partenaires (OCI, UA, BMENAP etc.); Combler le vide en matiere de connaissances; Elaborer et recommander les outils et mecanismes en vue d'influencer ces institutions (cad: convaincre I'OCI a elaborer un 'statut consultatif d'un ONG'). Les recommandations devraient etre viables et applicables par les Societes Civiles au sein des pays musulmans.

* Former un comite/groupe de travail compose des membres issus des differentes regions du monde pour travailler sur les etapes a suivre.

Conclusion

L'atelier a decide de creer un groupe de travail dont l'objectif serait le suivi des principales propositions identifiees par l'atelier (voir plus haut).

Il a ete suggere que la Conference de Doha soit un moment propice au groupe de travail d'avancer le processus.

1. Entre autres taches, le groupe de travail devrait se trouver un nom, sa fondion et son mandat.

2. L'atelier a mandate la FIM de pourvoir au soutien du secretariat du groupe de travail. ISIS s'est egalement engage a appuyer le groupe de travail.

3. Les participants ci-apres se sont portes volontaires pour le groupe de travail: Mme Chee Yoke Ling, Malaisie; M. Ziad Abdel Samad, Liban; M. Abdel Monim Hag Elgak, Soudan; M. Mohamed Tashseen, Pakistan.
