He led his team to support the administrative and personnel needs of 4,200 airmen, managing over 2,200 military decorations, more than 1,100 performance reports, and more than 500 higher headquarters taskings. His attention to detail made him the "go-to" person for all distinguished visitors, including President George W. Bush, the Governor of South Carolina, and more than 40 other distinguished visitors. He authored contingency spending reports and was at the center of every major budget issue, championing innovative budget systems, processes, and training programs. He led the charge in developing and exploiting FMSuite, the next-generation Air Force budget system, and crafted the Initial Distribution game plan on allocation of $1.5 billion across USAFE. Meritorious Major Lasheeco B. Graham Joint Staff Comptroller Office Washington, D.C. Major Lasheeco B. Graham led 13 budget analysts while orchestrating the Air Force's Operations and Management President's Budget. Her extensive efforts helped toward automating the Air Force budget exhibits and saved over $1.5 million by adding Guard and Reserve requirements to the automation contract. Selected to work on the Joint Staff, she continued to work her Air Force job for two months while also working at the Joint Staff in a program/budget officer position. She developed the Joint Staff's budget submission covering four appropriations. She coached and trained Joint Staff directorates in preparation for Office of the Secretary of Defense's budget review. She is implementing the Exhibit Automation System to produce Congressional Budget Justification Books, upgrading the Programming and Budgeting System, and managing all Joint Staff Comptroller automation projects. Unit Under a Major Command Distinguished Captain Dennis A. Hunt 435th Comptroller Squadron Ramstein Air Base, Germany Captain Dennis A. Hunt deftly financed the Air Force's largest airlift wing and led the effort in "Financing the Fight" in such areas as funding requirements for the Global War on Terrorism, the Balkans, Africa, Presidential support, and the Olympics. He forecasted civilian pay shortfalls and provided management options to wing leaders. He elevated data accuracy, reduced payment cycle time, created innovative tracking mechanisms in order to identify posting errors and delays, and corrected several internal control problems. He created a solution to get $250 for each Operation Iraqi Freedom wounded service member evacuated to base. He also assisted wounded personnel in calling home. He led a four-person financial management team into Iraq and endured multiple close rocket and mortar attacks. He is the Air Force budget policy expert for Iraq. Meritorious Captain Scott Mathis 92d Comptroller Squadron Fairchild Air Force Base, WA Captain Scott Mathis juggled the duties of three fulltime officer positions. He spearheaded the Secretary of the Air Force's myPay mandate and launched an innovative Budget Integration Team concept. He investigated the oversight procedures in the new Air Force athletic gear policy; cleared a potential Antideficiency Act violation, and forged a joint venture between Operations and Maintenance leaders, optimizing scarce resources. He drove completion of economic analysis for pivotal infrastructure projects and cleared obstacles for a corrosion control contract for the KC-135 fleet. He led the wing's efforts in justifying and obtaining Global War on Terrorism funding. He educated units on budget policy and acquired night vision goggle training devices, allowing aircrews to train on station with vital equipment. Meritorious Ms. Deborah MacNeill 99th Civil Engineer Squadron Nellis Air Force Base, NV Ms. Deborah MacNeill led the wing closeout team. She secured $27 million in the last two months, enabling bed-downs, runway repairs, and facility upkeep. She is the co-creator of the automated status of funds program My Money, enabling improved decision making and more than 400 work-hours per year savings. She developed databases to track open documents and unfunded requirements, saving 300 work-hours per year. She garnered additional funds for Predator and Weapons School requirements and expanded advanced training to meet demand. She orchestrated flying hour conversion of Air Force Special Operations Command, authored the command's statement for financial plan, and demonstrated keen management of a critically short-funded civilian pay program. |
