Superintendents encountered less criticism of their budget decisions when they used strategic plans or school district mission and goals as a basis for developing their annual spending plans.

Lee looked at the selection and use of specific budget decision criteria; the methods for budget decision making; and the strategies selected by superintendents and other budget actors in their organizations and communities to develop and adopt budgets in times of scarce resources.

She found superintendents tended to keep stakeholders Stakeholders
