U.S. Vice President Joe Biden, Spanish Prime Minister Jose Luis Rodriguez Zapatero and Brazilian President Luiz Inacio Lula da Silva are also attending the Chilean meeting, along with Norwegian Prime Minister Jens Stoltenberg, Argentine President Cristina Fernandez and Uruguayan President Tabare Vazquez.
