Donald C. Winter has been named a corporate vice president and president of the Northrop Grumman Mission Systems sector, formerly TRW Systems, where he served as president and chief executive officer. Mission Systems is headquartered in Reston, Va.

Wesley C. Bush will become corporate vice president and president of Northrop Grumman Space Technology, formerly TRW Space and Electronics. He replaces Timothy W. Hannemann, who retired. The sector is headquartered in Redondo Beach, Calif.

Northrop Grumman added two members to its board of directors, Charles H. Noski, retired vice chairman of the board of AT&T, and retired Navy Adm. Charles R. Larson Charles R. Larson is a retired four-star Admiral of the United States Navy.

Larson received a Bachelor of Science Marine Engineering from the United States Naval Academy in 1958.

He twice served as Superintendent of the U.S. Naval Academy in Annapolis, Maryland.

 Industries' Avionics Division, in Clifton, N.J.

Evans & Sutherland Computer Corp., in Salt Lake City, has selected Richard A. Flitton to become managing director of the firm's subsidiary in the United Kingdom, Evans & Sutherland Computer UK Ltd.

Washington Group International Inc., of Boise, Idaho, has named Earl L. Ward as its new corporate vice president and treasurer. He previously served as vice president for finance and accounting for the group's Washington Engineering and Environment, and Washington Defense business units.

Kelly Ortberg has been appointed vice president and general manager of air transport systems for Rockwell Collins commercial systems business, in Cedar Rapids, Iowa. Ortberg previously served as vice president and general manager of communications systems for the company's government systems business.

Paul Busick, a retired U. S. Coast Guard rear admiral, has joined Battelle's transportation market sector. Busick was associate administrator for civil aviation security for the Federal Aviation Administration Federal Aviation Administration (FAA), component of the U.S. Department of Transportation that sets standards for the air-worthiness of all civilian aircraft, inspects and licenses them, and regulates civilian and military air traffic through its air traffic control .

FlightSafety has named Ken Baggett the manager of the company's Toledo Learning Center. Previously, Baggett was the center's assistant manager. Baggett was replaced by Kyle Davis, who was previously a regional marketing representative.

FlightSafety promoted Patrick Dulac to assistant manager of the company's Le Bourget Learning Center in Paris. Previously, he was the center's director of pilot training.

The Boeing Company named David Wang president of Boeing-China. Wang will be responsible for coordinating all company business activities in the People's Republic of China and will be based in Beijing at the Boeing-China headquarters. Most recently, Wang served as chairman and chief executive officer of GE China, a subsidiary of General Electric Company.

Messier-Dowry, a French-based manufacturer of landing gear systems, has appointed Laurent Schneider-Maunoury to be vice president of operations. Laurent Schneider-Maunoury joined Snecma Moteurs as head of an integrated production line at a site near Paris in 1996.

Christopher C. Bernhardt has been selected as the president and general manager of ITT Industries, Avionics Division, in Clifton, Va. Bernhardt has been vice president and director of programs at ITT Industries since 2001, overseeing the company's electronic warfare and electronic systems development and production programs.
