Secretary of Defense Donald H. Rumsfeld established the office of force Transformation within the office of the secretary of defense The Office of the Secretary of Defense (OSD) is part of the United States Department of Defense and includes the entire staff of the Secretary of Defense. It is the principal staff element of the Secretary of Defense in the exercise of policy development, planning, resource  and appointed retired Navy Vice Adm. Arthur K. Cebrowski Vice Admiral (ret.) Arthur K. Cebrowski (August 13, 1942 – November 12, 2005) was a retired United States Navy admiral who served from October 2001 to January 2005 as Director of the Office of Force Transformation in the U.S. Department of Defense.  as its director. Cebrowski will report directly to the secretary and deputy secretary of defense.

 Adm. Vern Clark announced the following assignments:

Navy Rear Adm. Harry W. Whiton is being assigned as special assistant to the chief of naval operations for information operations. Whiton currently is serving as commander of the Naval Security Group The Naval Security Group (NAVSECGRU) was an organization within the United States Navy, tasked with intelligence gathering and denial of intelligence to adversaries. A large part of this is Signals Intelligence gathering, Cryptology and Information Assurance.  Command.

Navy Rear Adm. Thomas W. Steffens is being named special assistant to the commander in chief of the Atlantic Fleet. Steffens currently is serving as chief of staff for the U.S. Special Operation Command.

Navy Rear Adm. Bruce W Clingan is appointed as deputy director for operations, J3, for the U.S. Central Command. Clingan currently is serving as commanding officer, USS Carl Vinson (CVN 70).

Navy Rear Adm. Charles H. Johnston Rear Admiral (Upper Half) Charles H. Johnston, United States Navy, was appointed Vice Commander of the Naval Air Systems Command, (NAVAIR) at NAS Patuxent River, Maryland in December 2001.

Johnston grew up in Memphis, Tennessee, and attended Memphis University School.

The U.S. Navy purchased the grounds to establish this facility from the Brewster Aeronautical Corporation following its bankruptcy in the
 (Weapons Division), in China Lake, Calif.

Navy Rear Adm. David C. Nichols Vice Admiral David C. Nichols is the Deputy Commander of United States Central Command as of 2006.

Following graduation from the University of Tennessee, Vice Admiral Nichols was commissioned a Second Lieutenant in the United States Army through the ROTC program.
 Jr. is named commander of the Naval Strike and Air Warfare Center, in Fallon, Nev. Nichols is commander of Carrier Group One.

Navy Rear Adm. Donna L. Crisp is appointed deputy chief of staff for shore base management, N46, for the Pacific Fleet in Pearl Harbor, Hawaii. Crisp currently serves as executive assistant for the deputy commander in chief, U.S. Transportation Command, Scott Air Force Base Scott Air Force Base (IATA: BLV, ICAO: KBLV, FAA LID: BLV) is a base of the United States Air Force in St. Clair County, Illinois near Belleville which are in the St. Louis metropolitan area. , Ill.

James F. O'Bryon retired from government service in November. O'Bryon served for 37 years with the Department of Defense, culminating as deputy director, Live Fire Test & Evaluation, Office of the Director, Operational Test & Evaluation. He currently heads the newly formed O'Bryon Group. O'Bryon continues to serve NDIA as the chairman of the Test & Evaluation Division.

Oshkosh truck Corporation named W. John Stoddart to the position of president of defense business. Stoddart also was appointed to an executive vice president of Oshkosh Truck Corporation and continues as a corporate officer of the company Stoddart is chairman of the industrial committee on operational test and evaluation (testing) operational test and evaluation - (OT&E) Formal testing conducted prior to deployment to evaluate the operational effectiveness and suitability of the system with respect to its mission. .

Northrop Grumman Corporation, located in Los Angeles, announced the appointment of Scott J. Seymour as corporate vice president and president of the company's Integrated Systems sector.

Seymour is an 18-year company veteran and currently is serving as vice president of the sector's air combat systems business area, based in El Segundo, Calif. Seymour also oversees Northrop Grumman's work as a principal subcontractor on the F/A-18 Super Hornet and Joint Strike Fighter programs.

Also, Northrop Grumman Corporation's Electronic Systems sector, in Baltimore, announced two senior-level executive appointments. James F. Pitts was named vice president and general manager, Aerospace Systems Division. D. Wayne Snodgrass was appointed vice president, Engineering and Manufacturing, succeeding Pitts.

Pitts earned a B.S. in engineering science and a M.S. in electrical engineering from Johns Hopkins University Johns Hopkins University, mainly at Baltimore, Md. Johns Hopkins in 1867 had a group of his associates incorporated as the trustees of a university and a hospital, endowing each with $3.5 million. Daniel C. . He also attended the Executive Forum at INSEAD in Fontainebleau, France, in 1995 and the Advanced Management Program at Harvard in 1996. He holds three patents on electronic warfare techniques and developments.

Prior to joining Northrop Grumman, Snodgrass served as vice president and general manager of Gould Inc.'s Ocean Systems Division. Before that, he held a number of technical and management positions with McDonnell Douglas.
