Wells earned his bachelor of arts degree in political science at California State University, Long Beach, in 1983. He began his career at CSU Fullerton in 1983, and in 1986 became that university's director for budget planning and administration. He joined the CSU Chancellor's Office in 1989, becoming senior financial analyst; then, in 1993, director, information and analysis; and finally, in 1995, executive assistant to the vice chancellor and chief financial officer. For one year (1998-99), Wells served as associate director, program analysis and planning, for the J. Paul Getty Trust, developing long-term financial analysis to inform the development and implementation of the trust's fiscal year 2000 budget.
