WHAT: Bracewell & Giuliani LLP partner Jeff Holmstead, former
assistant administrator of the Environmental Protection Agency
for Air and Radiation, will discuss the region's air quality
and compliance issues and their effects on the energy industry
in Houston on Friday. He will also discuss the recent Supreme
Court case on climate change and possible Congressional action
to be taken.
Holmstead joined Bracewell's Washington, D.C., office in
October to head the newly formed Environmental Strategies
Practice Group, which will advise clients on major
environmental and energy issues such as climate change, urban
air quality, national energy policy and new power generation.
Roundtable discussion topics will include:
-- Energy policy in Texas, including the development of new
energy sources, such as coal-fired plants, LNG terminals,
nuclear power and wind energy.
-- Air quality issues in Houston, including the challenges the
State faces in developing a State Implementation Plan (SIP)
that will bring the Houston area into attainment with
federal ozone standards by the 2010 deadline imposed under
the federal Clean Air Act.
-- Whether EPA has authority to regulate CO2 and other
greenhouse gases, and the likelihood of congressional
efforts to address global climate change.
-- How companies can deal with increasingly complex
environmental and energy development challenges in the
coming years.
