approach to creating a competitive utility industry focused on lowering consumers' costs, increasing consumer choice and maintaining a reliable electric system which best serves the public interest.

May says the order contains important milestones regarding utility recovery of stranded costs which are investments made under the existing regulatory structure. He notes the department's order reiterates its important policy finding that a reasonable opportunity for utility recovery of stranded costs is in the public interest. The department's decision also clearly establishes its authority under Massachusetts General Law to implement its policy regarding stranded costs.

The order is consistent with Boston Edison's "E Plan" which was filed with the DPU DPU Data Processing Unit

He says the filing and related negotiations are an excellent opportunity to further develop our "E Plan" and expand our services to our customers.
