Border infrastructure examined.

U.S. President Bush signed a law in early April, allowing for amendments to the bilateral agreement that set up the Border Environment Cooperation Commission (Becc) and the North American Development Bank The North American Development Bank (NADB) is a binational financial institution capitalized and governed equally by the United States of America and Mexico for the purpose of financing environmental projects certified by the Border Environment Cooperation Commission (BECC).  (NadBank).

Specifically, this law, previously approved by the Mexican Senate, will enable the bank to issue grants and non-market-rate loans out of its paid-in capital Paid-in capital

In addition, the U.S. Congress expressed its interest that the NadBank Board support qualified water conservation projects. This follows up on the August 2002 agreement to create a Water Conservation Investment Fund (WCIF WCIF Workers' Compensation Insurance Fund ) within the NadBank.

The WCIF will have up to US$80 million that may be available for grant financing of water conservation projects divided equally between Mexico and the United States Relations between the United States and Mexico are among the most important and complex that each nation maintains. They are shaped by a mixture of mutual interests, shared problems, and growing interdependence. . Project funding Project Funding reflects the overall financial analysis and entails the analysis that is needed in order to get the financial means approved and funds made available to be able to perform the discipline of project management.  priorities will be established based upon the following criteria: cost per unit of water saved; extent of critical need for water conservation improvements; long-term infrastructure sustainability; project readiness; and, share of non-WCIF contributions to project cost (such as in-kind contributions, loans and grants).

These amendments followed up the meeting between presidents Bush and Fox in March in which they reiterated their mutual commitment to improve border environmental infrastructure.
