The RSAF will send 120 students to the program over the course of the next twenty years. They will take the advanced jet (Phase III) and fighter lead-in (Phase IV) portions of the program. The Singapore students will have completed their basic flying training at their independent training operation in western Australia. NFTC has been in the implementation (preparation for training) phase since the signing of the contract with the Canadian Department of National Defence in Nov. 1997. The program is a cooperative endeavour between government and industry to train air force pilots. The flying instruction will be provided by air force instructor pilots from the participating nations while the Bombardier-led industry team will provide fully serviced aircraft, flight simulators, ground school training as well as the airfield and specified support services. The NFTC program has been modelled on the Canadian Aviation Training Centre (CATC) near Portage la Prairie, Manitoba
