The event, held June 18th at the Los Tajibos Hotel in Santa Cruz, received broadcast coverage on all of the national television networks as well as front-page placement in every Santa Cruz newspaper the following morning.

In a letter applauding the announcement read at the ceremony by Santa Cruz Governor Ramon Prada, Bolivian President Hugo Banzer Hugo Banzer Suárez (May 10, 1926 – May 5, 2002) was a conservative politician, military general, and President of Bolivia. This is the first time a primary phone-to-phone service including both domestic and international long distance has been planned based solely and specifically on voice over the Internet.

The biggest winner in this new era of telecommunications will be the end user, not only due to the introduction of new technologies, but also the drastic reduction in long distance rates."

This sentiment was reinforced by Mr. Hans Lohner Paz, General Manager of Cotas: "It's all about a new era in telecommunications that allows high quality services that until now have been out-of-reach to Cotas' subscribers. The technology will be cutting edge. The prices will be competitive. And we will be able to fight the competition."

ITXC expects that services like that first offered in Bolivia will become the preferred way for competitive carriers to establish themselves in newly deregulated markets. Both Brazilian and Indian markets will open to much more competition in 2002.

ITXC built its 100+ country network on traffic going largely from the US and Western Europe to the developing world. Now, as the developing world begins to allow competition for outbound and domestic long distance, ITXC.net(SM) is in the right places at the right time and ITXC has relationships with both incumbents and the competitive carriers of the future.

ITXC already earns higher margins on traffic originated in underserved markets than it does on its traffic originated in the US and Western Europe although this traffic has also been earning a gross profit for the last six reported quarters despite the fierce competition in these markets.

ITXC reported in its last quarterly teleconference that the percentage of non-US originated traffic has been growing. The company also expects that complete outsourced transport like that planned for Bolivia will earn higher margins than simple transport since greater value is delivered to the carrier customer.

Voice over the Internet is increasingly being used to serve domestic long distance as well as international needs. ITXC affiliate China Telecom has been providing both domestic and international service for over two years. Cotas will do the same.
