After raising questions about the district's $500,000 commitment to the project earlier this month, board members said they'll stick with it and give organizers - primarily from the school district and the U.S. Bureau of Land Management - two more years to cobble together cobble together

However, that money would cover less than one-fourth the cost of the first phase, which has been scaled back from original plans to include one classroom instead of two. Organizers have secured another $1 million from the city of Eugene and the BLM BLM n abbr (US) (= Bureau of Land Management) → les domaines , which includes the cost of the BLM-owned land off Danebo Avenue north of West 11th Avenue. They believe it likely that Congress will grant the land to either the district or the city.

They have already applied for or soon will apply for the necessary additional funds to cover it.

Pat Johnston, west Eugene wetlands project manager for the BLM, said she and other organizers needed the board's assurance on funding and approval of the concept before they could go ahead with those applications.

"What was really important is whenever you are writing grants you have to frame the project for your grantors," she said.

Last week, all seven school board members, along with a handful of other local government officials and students from the Rachel Carson Center, toured the site, looked at design plans and learned about the educational program. "I think it helped the board get a better understanding of what we were looking at," said Tim Whitely, founding teacher at the Rachel Carson Center.

Board member Chris Pryor said the plans are impressive, and he reiterated his backing.

"I think it's a great project, truthfully, and I see minimal risk ... and tremendous advantages," he said.

Under a best-case scenario, the new Rachel Carson facility would open in September 2005.
