 Partnership Program members including, among others: Caterpillar Inc. (Caterpillar Energy Products Group), NYSERDA NYSERDA New York State Energy Research and Development Authority , The Gas Company and Keyspan Business Solutions, LLC (KBS) all intent on advancing cost-effective CHP development. The main goal of the Partnership Program is to enable the CHP industry, CHP interested parties and state and local governments build cooperative relationships to increase the use of CHP.

According to the EPA, "Industry Partners include facilities in the industrial, commercial, district energy, and institutional sectors, as well as project developers and equipment suppliers. State and Local Partners include state and local energy, environmental, and economic development agencies. Partners agree to work with EPA to promote the benefits of CHP and support the development of new CHP projects. In return, EPA agrees to provide a set of tools and services to support Partners as they investigate and develop new CHP projects."
