The appointment of William J. Owen to the newly created position of vice president of finance for workers' compensation/government/ education/public sectors for California businesses was announced this month by Gene Householter, general manager, California education/public sector for Blue Cross of California.

The expansion and development of Blue Cross' business called for the creation of the new vice president position. In that capacity, Owen is responsible for financial activities for the education, public and government programs business sectors, including accounting, forecasting, operational reporting and special accounts such as workers' compensation.

Owen's previous experience includes 10 years with Zenith as controller, where he focused on financial reporting, systems, acquisition consolidation, government regulation compliance and workers' compensation risk evaluation. He also worked as a senior auditor with Coopers & Lybrand in London and Los Angeles, planning and implementing financial audits of companies in diverse industries.
