) was ranked "lowest in complaints" with a ratio of .33 per 10,000 members by the Georgia Department of Insurance.

Charlie Harman, spokesman for the company said, "Our associates are customer focused in everything we do and everyone we serve. This comparison is confirmation of their superior service."

The data is published by Georgia Insurance Commissioner John W. Oxendine and can be reviewed at www.gainsurance.org. The Insurance Department states on its website, "The 'complaint ratio' is calculated by using the number of closed complaints received at the Insurance Department during a six-month period per 10,000 enrollees of an HMO HMO health maintenance organization.

The Insurance Commissioner's website goes on to say, "All complaints finalized in the preceding six months were counted, regardless of when the complaints were filed. The comparison represents statistics specifically for complaints closed by the Department January 1, 2002 through June 30, 2002. The Department cautions consumers not to rely solely on these complaint ratios when buying insurance."

A ratio is used to fairly compare company to company. Blue Cross Blue Shield Healthcare Plan of Georgia is the state's largest HMO with enrollment for this report of approximately 549,000 members.
