Block on sale to outsiders.A WOMAN selling her former council house has had the sale blocked because the buyers are not from the local area. Mrs Connor, 62, said she felt she was being forced to stay in the property against her will by the rule. She bought the property for pounds 15, 000 in Pennal, near Machynlleth, Gwynedd, in 1982 with her husband, John, who has since died.
