If the Federal Communications Commission Federal Communications Commission (FCC), independent executive agency of the U.S. government established in 1934 to regulate interstate and foreign communications in the public interest.  has its way, blind people may soon have a special television service to help them "see" the action.

Technology is already in place at a few stations around the country that allows blind people to listen to a second audio channel that broadcasts an aural aural /au·ral/ (aw´r'l)

 description of the action when there are pauses in a show's dialog. The F.C.C. wants network affiliates in the 25 largest television markets to provide the service. Some programming, such as pray-by-play and other shows with descriptive dialog would be exempt from the rule.

A public comment period on the proposal is expected to last for several months.
