The big buzz on the automotive front lately has been about business, overshadowing even the products themselves. Some of this news will have a direct impact on the products you buy and the prices you pay, while other effects won't show up for months.

Some of the most immediate effects stem from last summer's General Motors' strike. Although settled for now, differences still remain. Meanwhile. the company's most popular vehicles are in short Supply without discounts for consumers. To regain company loyalty, there will be fire-sale pricing on slower-selling products.

In other news, there's a new entrant into the U.S. auto market. Daewoo, the newest South Korean car company, offers three models, including a subcompact sub·com·pact

This is the price of fashion. Those who prefer cars (and minivans) are, by far, getting the better deals.

For now, the Arnage goes on sale as part of Rolls Royce Motor Cars Ltd. While shape and style remain firmly in the Old World tradition of elegance, there is more modern thought beneath this $204,000 sedan. This is the first Bentley to be built with a monocoque mon·o·coque

Cadillac's most popular car maintains the corporate image as a large, comfortable way to retire. For 1999, the update is a new seat option that has a massage feature. It may feel to some like an unruly youngster kicking you from behind, but others may find it a simpler way to remain awake and alert on longer journeys.

Meanwhile, the rest of the car remains the same. You have a choice of the standard model with 275 horsepower or the sportier Concourse with another 25 horsepower, although some low-rpm torque is sacrificed in the process. All this power sent through the front wheels means torque steer is ever present. Unfortunately, a heavy throttle will cause the steering wheel to be pulled strongly to one side. Inside, the Deville is the most roomy of Cadillacs with ample space for people and cargo. This $38,000 to $45,000 sedan can be equipped to the hilt with luxury features. Its size prevents nimbleness, but this retro-styled box of a car is the epitome of grand old style.

JAGUAR XJ The Jaguar XJ is a luxury saloon sold under the British Jaguar luxury marque. The XJ was launched in 1968 and has served as the Jaguar flagship model for most of its production span which continues through to today. 8

Despite Ford's ownership of the company, Jaguar's sedan remains the quintessential British motor car. Long and low slung, the shape is unmistakable. Inside, there is authentic wood, plush leather and rich chrome that seems barely changed since the 1930s. The style and demeanor bespeaks elegance with a bit of lavishness.

Yet despite the Old World charm, the XJ8 also manages to keep up with modern themes. The 4.0-liter V-8 sends 290 horsepower to the rear wheels via a five-speed automatic transmission, enough to propel the XJ8 along with the most hasty of luxury sedans. And there's more: the XJR XJR Xghajra (postal locality, Malta)  gains another 80 horsepower via supercharging.

CHRYSLER LHS The Chrysler LHS was a full-size, front wheel drive car based on the Chrysler LH platform, as well as Chrysler's flagship model, from 1994-2001.

It is longer than its sibling 300M, with greater interior room and a more plush ride. The result is a Chrysler that harkens back to an age when this company's cars held a dramatic presence on the road. A huge, chromed grille leads the way, mimicking a Ferrari. The windshield is swept back sharply to make the car appear more like a coupe than a sedan.

The interior design creates more drama with chrome-surrounded instruments styled like the face of an expensive watch. There's ample room for five adults, although the sweep of the roof line does make entry and exit somewhat of a challenge.

While there are many cues to remind the viewer of great cars of the past, the one unfortunate reminder is Chrysler's still-below-par build quality. Gaps between metal panels leave one wondering if this can really compete with other cars in the $29,000 to $31,000 range. Certainly, the LHS has the room, style and features. The 253-horsepower V-6 provides ample thrust and the luxury level is acceptable. All this makes one wish that the company could build its cars with the same level of quality seen at Toyota or Honda, or even rival domestic brands.

BUICK PARK AVENUE

As one of the last purveyors of time-honored American cars, Buick brings full-size luxury to the forefront. There are no claims of "European sportiness" here. Instead, you get room for six adults. The ride is aimed more at comfort than wringing another mile per hour around the skid pad. Under the hood under the hood - [hot-rodder talk] 1. ACURA TL The Acura TL is a mid-size luxury car from Honda's Acura brand. It was introduced in 1996 to supplant the Acura Vigor and was a rebadged Japan-market Honda Inspire sedan until the third-generation version.  

Previously, Acura's 2.5TL and 3.2TL represented little more than an effort to be part of the growing entry-level luxury sedan market. But with a marginal base engine and high prices, the TL was overshadowed by more competent competitors. For 1999, a new TL is ready to compete at a much higher level. The five-cylinder engine is gone, leaving a more powerful 225-horsepower V-6. This model comes fully equipped, with the only option being a $2,000.GPS navigation See GPS.  system. The car itself, at $27,950 plus destination charges, is more than $5,000 more affordable than the previous 3.2TL. Yet it's larger, roomier and better equipped. BMW 3 SERIES The BMW 3 Series is an entry-level luxury / compact executive car manufactured by the German automaker BMW since May 1975. It was the successor to the 2002 coupe. The 3 Series was for some time the smallest car line manufactured by BMW (exempting the BMW-owned MINI), although that  

BMW is following tradition in bringing out an all-new 3 Series model by model. First come the sedans, the 328i and 323i. The four-cylinder 318i will no longer be offered in the U.S. Coupes and convertibles remain available in the old body style, as does the high performance M3 (the convertible version is a recent arrival).

While the sedans are new, styling remains quite similar, appearing to be more of a face-lift than an entirely new generation of car. But this is a larger, roomier 3 Series with significant changes beneath the sheet metal. And true to form, the 3 Series remains the epitome of the sports sedan A sports sedan is a descriptive term applied to a sedan or saloon automobile that is designed to look and feel "sporty" - offering the driver more connection with the driving experience. Most vehicles in this category overlap with the compact executive car classification. , the one to which all other brands will compare themselves.

Choices for the new sedans begin with the 323i and its 170-horsepower 2.5-liter inline-6 engine and $27,000 price tag. The 193-horsepower 328i adds luxury equipment for its $34,000 price tag, which can be pushed to around $40,000 when optioned to the hilt, There's more rear seat room than before and while the dashboard lacks the ergonomic simplicity of a Lexus or Acura, it's easier to understand than other BMWs. While creature comforts are improved, it takes only a short drive to understand that this is a brand willing to give up some riding comfort to ensure a smile on the driver's face.

Recently, Audi's A6 sedan was rejoined by the A6 Avant (or station wagon), a model that had previously been absent. The Avant has all the features of the A6 sedan and adds more carrying capacity carrying capacity

CHRYSLER 300M For the 1999 model year, DaimlerChrysler revived the 300 name on the 300M. This time it was a front-wheel drive, V6 engined car using the Chrysler LH platform. While not technically part of the famous "letter series" of the 1950s and 1960s, Chrysler did have a sense of continuity,

, this sedan is smaller than the LHS, with less room for rear-seat passengers and cargo. The idea is to appeal to a more European-oriented audience. However, if you want a sportier aspect to your full-size sedan, you must spend the extra $255 for the Performance Handling Group.

Standard is the quite peppy 3.5-liter V-6 powering the front wheels, the same found in the LHS. The look is slightly less dramatic, with a more sharply clipped rear end. The interior is quite similar to its sibling with white-faced instruments and ample luxury features.

Shortcomings A shortcoming is a character flaw.

Shortcomings may also be:

It's enough for moderate acceleration with the manual transmission, although with an optional automatic the car is among the more sluggish in its price class. Handling, however, is toward the head of the class, with a responsive suspension that sacrifices just a bit of ride comfort. Inside this compact sedan there's room for four. Real luxury is optional and the basic car has more the look and feel of a nice Nissan than a plush Infiniti. More than most cars, the G20 feels like a stepping-stone between the economy and luxury levels.

Saab offers a most unusual combination of features in all of its cars. They're quite sporty in nature, with good power and handling, plus that elusive fun-to-drive quality that has you looking forward to a trip to the grocery store. Yet Saabs are practical cars with back seats that can accommodate adults (even in the convertible!) and a cargo hold that rivals a station wagon. It's based on one of GM's most modern platforms that gives it a supple ride while still enabling sharp handling.

While you'll spend in the mid-$20,000 range for the Regal GS, the Regal LS, by comparison, is something of a car transformed. You still get the same amount of interior room and comfort. But now the 3.8-liter V-6 is supercharged su·per·charge

Apply 200 or more horsepower to this array of equipment and the Regal stands out as one of the highest performing family/luxury cars you'll find near this price range.

TOYOTA CAMRY

Having won last year's race to be the most popular passenger car in America, the Toyota Camry is the one to beat. When other brands choose to compare themselves to a midsize family sedan, it's between this and the Honda Accord. No others ever seem to enter the fray.

The qualities of a Camry are well known. Decent room for five adults, generous trunk, interior ergonomics virtually beyond reproach, choice of peppy four-cylinder or world-class V-6 engine, and so on. It's not the perfect car, but it's one of the rarest cars ever associated with "buyer's remorse Definition

Prices for a Camry begin in the mid-$17,000 range and don't stop until nearly $30,000. But competition is fierce and discounting often rampant. Toyota wants to sell plenty of Camrys.

For the money, there may be no more comfortable and reliable automobile. With 133 horsepower, even the lowliest model accelerates well. The 194-horsepower V-6 feels even more powerful than the numbers indicate.

What the Camry doesn't offer is sportiness, although this is now available in the Solara. The sedan delivers quiet and comfort with few annoyances.

OLDSMOBILE INTRIGUE The Oldsmobile Intrigue was a mid-size sedan manufactured from 1998 through 2002 by the Oldsmobile division of General Motors. The Intrigue's design cues were first seen in 1995 with the Oldsmobile Antares concept car.

VOLVO S80

. This replaces the S90 -- the last of the rear-wheel drive Volvos -- as the top-of-the-line Volvo sedan. Starting out around $37,000 and reaching well into the low-$40,000 arena, the S80 offers a choice of two different levels. They differ primarily by engines. Starting out is a 2.9-liter inline-six that puts out 201 horsepower. The upper grade has a smaller 2.8-liter inline-six, but it's turbocharged to the tune of 268 horsepower.

Of greatest technical interest is the fact that the S80 is the first modern front-wheel drive car to have an inline-six engine mounted transversely. This enables a shorter engine compartment and more efficient use of space.

Typical of Volvo, crash protection is high on the priority list. The S80 joins Mercedes-Benz as first car to offer an "inflatable curtain" air bag that is designed to protect the head and upper torso in a side impact. Styling of the S80 is smoother than any Volvo since the 1960s. Finally a Volvo sedan that doesn't look like the box it came in.

VOLKSWAGEN PASSAT The Volkswagen Passat is a family car built by Volkswagen AG ("VW"), produced in various forms since 1973. It falls between the Volkswagen Golf/Jetta and Phaeton in the current Volkswagen line-up, and is currently produced in Volkswagen's plants in Emden, and Mosel/Zwickau,  GLS (WAGON)

When Volkswagen reintroduced its new Passat, the company became a serious player in the midsize sedan marketplace. The success of the Beetle has of only helped, bringing more people into VW showrooms where they can see this practical, yet full-featured vehicle.

In March 1998, VW added a station wagon version of the Passat. As with the sedan, it comes with a choice of a peppy 150-horsepower 1.8-liter turbocharged four-cylinder engine. In the European tradition, it's available with a standard five-speed manual or an optional five-speed automatic. The latter includes Tiptronic control, a method for adding manual-like controls.

DODGE NEON The Neon was a compact front wheel drive car introduced in January of 1994 for the 1995 model year by Chrysler Corporation's Dodge and Plymouth brands. It was branded as a Chrysler model in Mexico, Japan, and European export markets, as well as briefly in Canada.  

Soldiering on as the cheapest car at Chrysler Corp., the Dodge Neon (also the Plymouth Neon) is in its last year in current form. For 2000, expect a new Neon with far better quality. This small, rounded car has as its greatest asset one of the most powerful engines in this class. For cars in the $11,500 to $16,000 price range, the 132-horsepower 2.0-liter four-cylinder power plant supplies plenty of pep. If that isn't enough, there's a 150-horsepower version of the same engine. That one requires more rpm to make the power and you'll get plenty of noise along with the improved acceleration.

When it arrived for 1995, the Neon was a revelation for Dodge, a sporty little car that was cute and peppy. But the years have not been kind. The VW Beetle is cuter and every Japanese brand name provides better quality. Interior room is still reasonable and the rounded shape provides even rear-seat passengers with good head room. However, the rear windows roll down barely far enough to slide a compact disc through. The interior is well laid out with instruments and controls easy to find. In all, the Neon scoots around rather nicely with good handling and decent brakes.

MAZDA PROTEGE

Mazda has surprised us with an all-new Protege for 1999. Although the company says pricing will change little, if at all, from the current $12.000 to $16,000 range, the car itself has the look and feel of a more expensive automobile. It loses a bit of interior width due to increased side impact protection. but this remains among the roomiest of vehicles in this class.

Engines are more powerful, now with a choice of a 105-horsepower 1.6-liter or 122-horsepower 1.8-liter four cylinder. Although neither reigns as the most powerful in the segment, both are reasonably peppy and quite frugal. Where the Protege is at its best, however. is the quality of the vehicle itself. This compact sedan has an elegant, European-like style to the outside. inside, the materials are what you might expect from a more expensive car. Ergonomics are as good or better than any vehicle in this area. All five passengers get three-point seat belts. still unusual at this price range. The trunk is large and deep. The seat backs fold down for extra cargo capacity, although they cannot be locked, compromising security.

The car has a sporty feel, yet retains high levels of ride comfort and a quiet interior. The three-1/2-ear/50,000 mile warranty remains the longest in this class.

Although all are powered by a 1.6-liter four-cylinder engine, horsepower can vary: 106, 115 or 127. None are overly slow and the EX models with the most potent power plants are snappy, with the slick-shifting manual transmission.

There's plenty of glass area for a bright and cheerful interior. For 1999, a mild face-lift updates the appearance. But the basics of the quintessential little car remain. At its most economical, you can get up to 44 mpg on the highway and you can expect 28 mpg overall from the worst of the lot. The ride may not be as quiet and calm as the best in this class, but a Civic isn't far behind. And for all but the cheapest models (with their tiny tires), handling is among the very best. There's a whole subculture that loves to hop up these little cars to turn them into high-performance cars. MERCURY TRACER The Mercury Tracer was Mercury's smallest car from 1988 to 1999. It was based on the platform of the Mazda 323, replacing the European-derived Mercury Lynx. 1988-1989

The biggest news at Mercury is not about its vehicles, but about its corporate headquarters. Lincoln Mercury (no longer calling itself the Lincoln-Mercury Division) has moved away from its Ford parent in Michigan and relocated to Irvine, California Irvine is an incorporated city in Orange County, California, United States. It is a planned city, mainly developed by the Irvine Company since the 1960s. Formally incorporated on December 28 1971, the 69.7 square mile (180.5 km²) city has a population of 202,079 (as of 2007). . There, it's hoped, the company can fight the imports -- Toyota, Honda, Mazda and Nissan -- on their home turf.

Meanwhile, the Tracer tracer, an identifiable substance used to follow the course of a physical, chemical, or biological process. In chemistry the ideal tracer has the same chemical properties as the molecule it replaces and undergoes the same reactions but can at all times be detectible  carries on as a joint effort designed in Michigan but based on Mazda mechanicals (which a new Protege no longer shares).  of sporty cars, Nissan has dropped all its two-door passenger cars for 1999. Meanwhile, the Sentra is a car that can hold its own. It gets a mild face-lift this fall with a new grille and headlamp treatment, and some new option packages are available.

The basics remain the same with a pleasant squared-off look and well-designed interior. This is a small four-door sedan ranging in price from around $12,000 to $18,000 (although Nissan added a notable $2,000 rebate this past summer) -- a wide range that al the top end overlaps into Nissan's Altima price range.

A thrifty 115-horsepower 1.6-liter engine means the Sentra is among the quicker cars in its class. Move up to the SE trim level and you get a 140-horsepower 2.0-liter engine, making it quite a powerhouse of a small sedan. The SE also includes white-faced instruments, larger tires and a rear spoiler spoiler: see airplane.

TOYOTA COROLLA The Toyota Corolla is a compact car produced by the Japanese automaker Toyota, which has become very popular throughout the world since the nameplate was first introduced in 1966. In 1997, the Corolla became the bestselling car in the world, with over 30 million sold as of 2007.  

For decades the Corolla corolla: see petal.  has reigned as one of the most trusted nameplates among small cars. The only negative consequence is that a basic $12,218 VE doesn't have many features and even the nearly $16,000 LE can end up thousands higher when fully loaded.

Despite the fact that a Corolla is often the slightly more expensive choice, it's just as often the wise one. The 120-horsepower 1.8-liter engine is peppy enough and works well with either the manual or automatic transmission. There is enough room inside to squeeze five adults. Toyota could have made it roomier, but then there would be less reason to move up to a Camry. And while few buy a Corolla for its sporting pretensions, this remains a nimble car that can be fun to drive. There are no cars in this segment that are more quiet and comfortable.

FORD WINDSTAR The Ford Windstar was a minivan produced and sold by the Ford Motor Company from March 1994 (for the 1995 model year) to 2003. The new front-wheel drive minivan would eventually replace Ford's aging rear-wheel drive Aerostar minivan.  

With the original Windstar, Ford goofed big time. Here was a brand new three-door van just when the world was turning to four-door vans. It's taken since 1995 to bring out the new Windstar, and this time Ford seems to be more on target.

In the four-door model you can opt to have a remote-operated power door on both sides, a new feature for 1999 at Ford, Mercury, Nissan and Honda.

Safety is often a concern for van buyers, and Windstar will fulfill those needs. Side air bags will be an option. Another option will be a Reverse Sensing System that will signal when backing if there is an object (or person) behind you.

Drivetrain is a carry-over with a choice of a 3.0-liter or 3.8-liter V-6. This means power is either adequate or quite good. Pricing isn't set but should be close to the 1998's list of $19,600 to $30,000. This time Ford hopes to get them out the door without the extreme discounting that earlier Windstars required. With such clever features as tracked seating and a rear dividing cargo shelf, the 1999 model looks to be far more desirable.

 Odyssey in 1995, observers assumed the company wasn't serious about participating in the U.S. minivan market. But 1999 changes that. An all-new Odyssey goes from a back-marker to a flag bearer in the minivan wars. This becomes the largest, roomiest and most powerful of minivans. A 3.5-liter V-6 pumps out a very generous 210 horsepower. But more than raw power, this is a very smooth engine that works well with the attached automatic transmission. Honda's VTEC system ensures good power throughout the rpm range.

Ride and handling are the best of the minivan set, with a wide track and rear double-wishbone suspension. Four doors are standard, and you'll find clever features. The third row seat folds flat into the floor or opens to leave a gaping cargo space that lets you stand several sets of golf clubs upright in the back. A new full-size pickup truck at General Motors arrives less than once a decade. But unlike rivals from Ford and Dodge, GMC (and sibling Chevrolet) has kept most of the old styling. Rather than cater to the personal-use crowd, GM is aiming for the commercial user who isn't as interested in looking good.

Despite the similar shape, much is changed underneath. New V-8 engines are smaller. Although the result is less torque, peak horsepower is up. The passenger cab is considerably larger, more like the competition. There is even a new frame that's intended to reduce vibration and harshness.

As before, a wide variety of Sierra models will be available, including a regular and extended cab. Rear and part-time four-wheel drive will be offered. Engine choices vary from a 4.3-liter V-6 through a 4.8- and 5.3-liter V-8 engine. Later, a 6.0-liter V-8 will be available. In four-wheel drive models, you can get Autotrac, an on-demand traction control system A traction control system (TCS), on current production vehicles, are typically (but not necessarily) electro-hydraulic systems designed to prevent loss of traction (and therefore the control of the vehicle) when excessive throttle or steering is applied by the driver.  that's essentially full time.

JEEP GRAND CHEROKEE The Jeep Grand Cherokee is a mid-size sport utility vehicle produced by the Jeep division of DaimlerChrysler. European Grand Cherokees are manufactured in Austria by Magna Steyr. Development

When Jeep designed the new Grand Cherokee, they didn't know they would share parenthood with Mercedes-Benz. So one goal was to compete against the Mercedes ML320. And with its sister Dodge Division having recently introduced the Durango, Jeep felt free to send the Grand Cherokee into more expensive territory. Although prices aren't set at this writing, expect them to head upward from around $27,000 to $40,000.

Despite being a relatively new vehicle, the shape and size haven't changed much. Interior room is no better with one exception: that spare tire that took up a large portion of the cargo area is now hidden under the vehicle.

The standard drivetrain remains unchanged, the 4.0-liter inline-six. Both the 5.2- and 5.9-liter V-8 engines are gone, replaced by a 4.7-liter V-8. The 235 horsepower is 15 better than the old 5.2-liter engine, although torque is down a bit.

A new optional "Quadra-Drive" full-time four-wheel drive system should ensure that Jeep maintains a good reputation for off-road worthiness. Expect some sacrifices in on-road comfort and handling as a result. The old proven Selec-Trac part-full-time system remains available. Rear-drive models are still price leaders.

NISSAN QUEST The Nissan Quest is a minivan produced by Nissan since 1993. There have been three generations of this model. The first generation Quest was a collaboration with Ford, which produced the mechanically identical and cosmetically similar Mercury Villager.  

After looking a bit old for a while, the three-door Quest had seen its best days. A new Quest features four doors (five if you include the hatchback). It's also larger, nearly 5 in. longer and 1.2 in. wider than before. The engine is also bigger, 3.3 vs. 3.0 liters with horsepower up to 170.

One innovative new feature is a removable package shelf -- two levels of cargo in the rear, including floor space, for carrying a greater variety of loads. A new instrument panel provides quicker access to controls with an audio system mounted above the temperature controls.

One of the Quest's best features -- its versatile seating -- is retained. The second-row seats are even easier to remove. Both second and third rows move along on tracks to adjust leg room as needed as needed prn. See prn order. , You can bring the third row forward when the middle row is removed for a "limousine" seating arrangement. A new SE trim level includes larger tires and a sportier suspension for those who enjoy driving. Pricing should remain in the low- to high-$20,000 arena. When Ford brought the Contour to the U.S., it was received with a yawn. Although successful in Europe, it has become such a target among critics for its cost that Ford no longer reports money spent on the development of a car.

The reason the Contour sells poorly in the U.S. is that it replaced the popular Tempo with a car that was more expensive, suffered from quirky ergonomics and had less interior room. But saddled with the car for a while, Ford decided to take advantage of its best attribute -- its sporting ability. When it comes to convertibles, Chrysler's Sebring Convertible is among the most practical and affordable. Starting out just above $20,000 and fully loaded for around $27,000, this remains among the rare ragtops that can actually fit four and offer enough trunk space for a tolerable vacation. When visiting one of our sunshine states, what could be a more enticing short-term investment than an open-top car that can squeeze in your family and luggage?

As a potential purchase, the Sebring Convertible makes reasonable sense. This is among Chrysler's better built cars. It bears less family ties with the Sebring coupe than it does with the larger Cirrus sedan.

When Mercedes-Benz joined the growing crowd of small, sporty roadsters with its SLK230, they forgot one thing: a lot of people attracted to such vehicles prefer a manual transmission. For 1999, the company is correcting that by offering its first manual transmission in America since 1991. Of course, Mercedes-Benz isn't renowned for the best shifting manuals, so most SLKs will continue to be sold with the five-speed automatic.

Starting at $40,000, the SLK230 is powered by a supercharged four-cylinder engine. With 185 horsepower, this is a quick car, although not as fast as other roadsters in this price class. But it has one thing going for it that no other car can offer: it's also a coupe.

The body structure of the SLK is so robust it makes a very convincing coupe. Those who aren't familiar with the car will even be surprised to see the top unfold.

For a small two-seater, the SLK is also practical. When the top is up, the trunk has a generous 9.5 cu. ft. of storage space. Before the top is lowered, a soft panel pulls out dividing the trunk roughly in half. The lower 3.5 cu. ft. can still be used for storage, while the top half is used to stow the roof.

 since the 1950s. Prices have gone up since then, however. The convertible starts at $43,570. For $1,500 you can add a rousing audio system option and another $500 gives you real wood trim.

Interior room is quite reasonable for a convertible. Four people can actually fit into one without great difficulty. And the interior is quite elegant with tasteful use of wood and leather.

The only drivetrain is a 190-horsepower 2.4-liter turbocharged five-cylinder engine coupled to a four-speed automatic. This makes for rather quick acceleration. Handling is also surprisingly good and except for some surprising steering wheel shake over large bumps, the body seems rather rigid. Add optional giant 18-in. wheels and tires for real sporting grip and looks.

The seats coddle well and the wind protection with the top down is quite good. This is among the few convertibles where the driver needn't worry about losing a hat. Heated seats bring comfort levels down to lower temperatures. And like all Volvos, safety is important. Bars pop up from behind the rear seats instantly if the car begins to roll over.

The National Highway Traffic Safety Administration The National Highway Traffic Safety Administration (NHTSA, often pronounced "nit-suh") is an agency of the Executive Branch of the U.S. Government, part of the Department of Transportation.  says that of the 45,000 air bag on/off switches it has authorized since last November, just 2,307 have been implemented. The NHTSA NHTSA National Highway Traffic Safety Administration (US government)  has published on its Web site (www.nhtsa.dot.gov) a list of automobile dealers and service stations that have agreed to install the on/off switches for passenger-and driver-side air bags in cars and trucks. As a result of increased reports of air bag-related deaths and injuries, car owners now have the option to have switches installed.

Some manufacturers have implemented side air bags. With its 1999 E-Class sedans, Mercedes-Benz was the first to offer a side air bag that resembles a curtain when deflated de·flate

steps to take after an accident

If you're ever involved in an auto accident, you'll need to make some quick decisions. Here's checklist from the United Services Automobile Association Educational Foundation to keep handy:

1. Stop you car in a safe place and turn off the ignition. Turn on your hazard lights. Determine if anyone is injured and, if necessary, administer first aid.

2. Call 911 immediately and report and injuries.

3. If another car is involved, record the car's year, make, model and license plate number. Get the driver's name, owner's name, address, license number and insurance company. Write down names of passengers and witnesses.

4. Record names and badge numbers of police and emergency personnel at the scene. Ask the investigating officer for a copy of the police report for your insurance claim.

5. Don't accept any money if another driver is involved, since in doing so you may give up your right to file a claim against the other driver. Don't mention how much insurance you carry.

6. Write down an account of what happened, draw a rough diagram of the site, and note any preexisting pre·ex·ist or pre-ex·ist

Child auto safety is a concern for every parent driver. Here's what the National Highway Traffic Safety Administration says you should know to keep your tots riding safely.

To counter this, technology is being developed by one company that will detect the size of the person facing the air bag and deploy it at a force safe enough to prevent injury. Also make sure the repair shop will contact you in advance for approval of any work exceeding their estimates.

monthly vs. bi-weekly payments

If you're shopping for a new car, also shop around for the best payment terms, such as low frequently you make a car payment.

Bi-weekly payroll deductions for a car loan can certainly save you interest on the term of the loan. The reason? A loan repaid more frequently "draws down" faster, reducing the total amount of interest paid over the life of the loan.

For example, a loan for a $22,000 car borrowed at 6.95% over 60 months with a monthly payment of $435.11 for 59 months and one payment of $436 will cost $4,107.49 in interest paid over the life of the loan. If that same amount ($22,000) were borrowed at the same interest rate (6.95%) for the same period (60 months) but repaid bi-weekly -- 26 payments per year -- you would make 118 payments at $217.50 and one payment of $97.99 for a total interest cost of $3,762.99. That's a savings of $344.50!

can your car withstand a crash?

Insurance companies use vehicle-safety figures to determine auto insurance rates, risk profiles of drivers, and even which cars are most safe for drivers and passengers. But how many of us really know how "crash worthy" our cars or SUVs are?

To determine a car's safety in an accident, the National Highway Traffic Safety Administration (NHTSA) uses a frontal crash test. Seat-belted dummies approximating the size and weight of an average man are positioned in the driver and front passenger seats of a car. Then, in a simulated head-on crash, the vehicle smashes into a wall at 35 mph. The dummies are then evaluated for injuries.

The Insurance Institute for Highway Saftey prefers offset crash tests to evaluate how a vehicle will absorb an impact of only 40% its width at 40 m.p.h. into a barrier. But the latest test by the NHTSA is a side-impact crash that approximates a collision between two vehicles traveling vertical to each other at about 38.5 mph.

Okay. YOu've picked out your top two choices for that new car you want to buy. All that's left is choosing the car and signing on the dotted line, right? Not until you compare your insurance premiums.

While demographics -- age, sex, location where the vehicle is registered (highly dense area vs. rural), even your personal driving record -- can all affect rates, so can the kind of car you choose. * Ask for a higher deductible. An increase from $200 to $500 could reduce your collision and comprehensive costs by 15%-30%.

* Take advantage of car safety devices. Insurers usually offer discounts for vehicles with air bags, anti-lock brakes and anti-theft devices.

* Eliminate comprehensive coverage on older cars. It may not be worth it on cars with little "blue book" value because the claim may not substantially exceed the annual cost and deductible amounts.

* Take a driver's education course. While most often targeted at teens, experienced drivers who return for a refresher course can also get the reduction by passing with a "B" or better. This option varies by state and insurance company.

* Limit the number of miles you drive. Some insurers offer discounts to those who drive fewer than a predetermined pre·de·ter·mine
