Bishkek to host capacity development of self-help organizations of persons with disabilities seminar for Central Asian countries in October.

The memorandum of meeting was signed between the Ministry of Labor and Social Development (MLSD), Government of Kyrgyz Republic and Asia Pacific Development Centre on Disability (APCD), Bangkok, Thailand on May 26, JICA told AKIpress. The both parties agreed MLSD to become the focal point of APCD and to jointly organize Capacity Development of Self Help Organizations of Persons with Disabilities (CDSHOD) seminar in Bishkek in October 2008. The Asia-Pacific Development Center on Disability (APCD) is a regional center on disability established in Bangkok, Thailand as a legacy of the Asia and Pacific Decade of Disabled Persons 1993-2002, under joint collaboration of the Government of Japan and the Royal Thai Government. APCD has been endorsed by the United Nations Economic and Social Commission of Asia and the Pacific as a regional cooperative base for its Biwako Millennium Framework for Action towards an Inclusive, Barrier-free and Rigths-based Society for Persons with Disabilities in the Asian and Pacific Decade of Disabled Persons, 2003-2012. The signing ceremony was held during the seminar attended by leaders of Disabled PeopleseCO Organization (DPO). After the signing, Ms. Uktomkhan Abdullaeva, the Minister of Labor and Social Development told the participants about her recent visit to Japan and Thailand. She said: eC[pounds sterling]My trip to Japan and Thailand was very successful for two reasons. First, I was able to learn from various activities that persons with disabilities are conducting. Second was we came to this agreement which we signed today.eC[yen] Referring to the CDSHOD seminar which will be a regional one inviting representatives of Disabled PeopleseCO Organizations and Government from other Central Asian countries, she shared her hope to make Kyrgyzstan a Center on disability issues for Central Asian countries like APCD.Continuing her speech, the Minister also said: eC[pounds sterling]As you know, we, the Ministry initiated one law - Law on State Social Order of the Kyrgyz Republic which is under consideration in the parliament. And we hope to be adopted soon. The parliament committee on Social Support already considered it and promised to support us.eC[yen] Recognizing NGOs in the country now by providing various kinds of welfare services to the needy people including persons with disabilities, the law will allow government to purchase those services from those NGOs as subsidiary of government services. eC[pounds sterling]I learned the same system is practiced in Japan and Sweden.
