Bishkek Vice Mayor suggests electricity cut-offs for universities in a move to meet electricity consumption limits.

"In order to meet electricity consumption limits, universities can be cut off electricity. It does not matter whether university students will study in summer of now in winter. Moreover, 90% of universities are commercial and they consume an immense scope of electricity," Bishkek Vice Mayor Zamir Bekboev said during governmental conference call on Tuesday."If we decide to enact electricity cut offs, I think it would be better to cut off universities than schools. If we do not cut off electricity at all, we will be definitely unable to meet electricity consumption limits," Bishkek Vice Mayor said.He claimed that Bishkek exceeded electricity consumption limit by 18 million kWh of 19%. Analysis has shown that launching of the Bishkek thermal power station has not reduced electricity consumption level. "There was no reduction in electricity consumption. There are three reasons to this: the first reasons is that heat carrying liquid is only 50 degrees and even lower in some districts instead of the required 70 degrees, which prompts people to use heating devices. The second is that ministries, executive agencies, schools, universities, hospitals, Bishkek heat distribution network and other organizations, which should not be cut off, do not reduce their electricity consumption. If we sum up this all, we will have to reduce electricity consumption not by 30%, but by 70%. The third reason is that household visits reveal that almost all people connect to three-phase power system again. Each week we disclose 500-600 individuals who connect to three-phase power system. For instance, as a result of the raid in Ak Bosogo residential area we found out that 159 houses use electric hot plates and heating devices of domestic industry. We found out that only 93 houses have enough stock of coal. Such situation can be observed in all residential areas," Zamir Bekboev said.Bishkek Vice Mayor suggested to cut off electricity in newly built residential areas on the suburbs of Bishkek. "We should cut off electricity in night time, since they all use heating devices in night time. During the last 2-3 days we began electricity cut-offs together with Severelectro, I think we will have the results at the end of the week," he said.After listening to this report, First Vice Prime Minister Iskanderbek Aidaraliev said it is required to cut off electricity severer. "We should explain this need to people, I do not see another way out. According to estimations, we come to a terrible situation," Aidaraliev said.
