The FDA proposal is based on a finding that Biopharmaceutics was convicted of felonies in 1993, relating to the development or approval of abbreviated drug applications regulated under the Federal Food, Drug and Cosmetic Act Federal Food, Drug and Cosmetic Act a regulation in the United States which requires all drugs used in animals to be approved by the Food and Drug Administration. . Biopharmaceutics' Acting President, Jonathan Rosen said: "It appears that in the late 1980's, a number of employees of the company were responsible for certain unauthorized acts. Apparently, these employees were terminated as a result, but that did not preclude the FDA from taking disciplinary action.
