The bill responds to reports from most of the 27 Visa Waiver Program countries, which include Britain, France, and Japan, that the technological challenges of producing biometric passports hindered them from meeting the previous deadline of October 26, 2004. A Senate version of the bill has been introduced that would extend the deadline until November 2006. |
