Cashman Dredging and Marine Contracting Co. LLP LLP - Lower Layer Protocol , of Quincy, Massachusetts, protests the award of a contract to Great Lakes Dredging and Dock Company, of Oak Brook, Illinois, by the Department of the Navy under invitation for bids (IFB) No. N40085-09-B-7046 for maintenance dredging for the submarine base at New London, Connecticut New London is a city and a port of entry on the northeast coast of the United States. It is located at the mouth of the Thames River in southeastern Connecticut.

New London was founded in 1646.
. Cashman argues that the awardee's bid was defective and should have been rejected.

We deny the protest.
