Regarding "Honesty Can Still Be Found" (July 12 issue), Tom McAnally, the man who lost $11,000 in cash he had been carrying, was fortunate in a way not mentioned in your story. He is lucky that the police did not confiscate To expropriate private property for public use without compensating the owner under the authority of the Police Power of the government. To seize property.

When property is confiscated it is transferred from private to public use, usually for reasons such as
 this legally earned money on the presumption that this unusually large amount of cash was drug money subject to asset forfeiture.
