VIOLATING traffic rules is soon going to be a costly mistake.

The Union home ministry has set up a high- level committee to review and make appropriate amendments to the Motor Vehicle Act, 1988.

Sunder is a former surface transport ministry secretary and a Tata Energy Research Institute The Energy and Resources Institute (TERI), formerly known as Tata Energy and Research Institute, is a non-profit, scientific and policy research organization, in India. The panel has to table its report by December 14. It will study vehicle rules in other Asian countries, including China and Japan.

The panel has been divided into eight sub- committees. They will review the Act's its 217 sections.

The panel also invited suggestions from the public.

Steps will be taken to encourage public transport and increase costs to own private vehicles. As of now, private vehicle owners are levied a one- time tax while commercial vehicles have to pay every year. This, the source said, might be reversed.

Last year, the Delhi Traffic Police had asked the home ministry to increase the penalty for traffic violations. The police said the fine being charged now was paltry pal·try

This proposal was made after the Supreme Court put an interim stay on the March 2007 judgment of the Delhi High Court The High Court of Delhi (Hindi: दिल्ली उच्च न्यायालय) was established on October 31, 1966. . The HC had directed the traffic police to slap an additional fine of Rs 500, over and above the then existing penalty, on motorists violating traffic rules.

A senior traffic police officer said the increased penalty had instilled some discipline in motorists. But after the SC stay, the number of traffic violations also went up. The Federation of Delhi Bus Operators had appealed against the HC order.

The officer said increasing the challan amount was the only way to check wanton Grossly careless or negligent; reckless; malicious.

The term wanton implies a reckless disregard for the consequences of one's behavior. A wanton act is one done in heedless disregard for the life, limbs, health, safety, reputation, or property rights of
 driving. This will be beneficial for Delhi as most accidents here are caused by rash and negligent driving.

" Many accidents are caused by drink driving. We have suggested that the fine amount for this offence be increased to Rs 5,000.

Second- time offenders will be charged Rs 10,000. Also, while first- time offenders will have their driving licence driving licence
