"The unions struck Beverly's Pennsylvania facilities on April 1, 1996, after refusing since November, 1995 to negotiate new contracts with individual Beverly facilities as required by law. The union has continued to frustrate negotiations in recent months. "Despite the unions' marked unwillingness to negotiate, Beverly has, in good faith, rehired many of the replaced workers.
