The idea is to save people trapped beyond the reach of ladders.

The Eagle VTOL aerial rescue platform's design is based on a ducted fan A ducted fan is a propulsion arrangement whereby a propeller is mounted within a cylindrical shroud or duct. The duct prevents losses in thrust from the tips of the propeller and, if the duct has an airfoil cross-section, it can provide additional thrust of its own.  technology, powered by a number of internal combustion engines, on top of which a double-deck occupied area is mounted. The power plant, around which the vehicle was designed, consists of four four-cylinder radial piston aero engines with forced air cooling a. 1. Up to 10 people can be rescued at each approach. The Eagle VTOL can directly moor to any floor. It also potentially can be used to rescue victims of natural disasters.
