Current plans at Ibrox include a community centre as well as a leisure centre, hotel and conference centre and shops. McClelland points out that Rangers FC were already working on a leisure complex and housing development by the stadium before the idea of a casino took hold. Glasgow City Council, which is a majority owner of the SECC site, has yet to give planning consent for Rangers' casino project. But, McClelland is unfazed un·fazed adj. Not fazed or disturbed. . He says Rangers' proposals are well ahead of other plans in the country. He said: 'The council haven't said yes yet, but we are expecting a decision fairly soon. 'It is one of the very few detailed planning applications that actually exist, not just in Scotland but in the UK. The location of the first new super casino has yet to be decided, although rumour suggests it will be in Blackpool.
