Betting on a good result; The proposed number of regional casinos in Glasgow has been cut but project bosses remain upbeat discovers ERIKKA ASKELAND.

PLANS for regional super casinos in Glasgow hit the buffers when the proposed number of casinos dropped from eight to one in the Government's Gambling Bill.

In the run-up to parliament being dissolved before the general election, culture secretary Tessa Jowell was forced to reduce the number of proposed casinos in order to win the support of the Conservatives in the rushed vote.

But bosses behind the regional casino projects in Glasgow have refused to give up hope that their plans will come to fruition. There are a number of schemes in various stages of the planning process, but the three major proposals are for casinos at the SECC (Single Edge Contact Cartridge) A CPU module from Intel that held Pentium II and Pentium III chips and their L2 cache chips. The SECC plugged into Slot 1 on the motherboard and contained a single edge processor package (SEPP), which was the printed circuit , just down the Clyde at Glasgow Harbour Glasgow Harbour is an urban regeneration scheme at Partick in the city of Glasgow, Scotland.

Rangers vice-chairman John McClelland, who is working with Las Vegas Sands Las Vegas Sands Corp. (NYSE: LVS) is a casino resort company based in Las Vegas, Nevada and majority owned by one of the world's richest men, Sheldon Adelson.

 on their casino complex, is upbeat about the gambling bill and finds an 'optimistic note' in the decision to put the bill to parliament. As far as he's concerned it's business as usual.

He said: 'Las Vegas Sands and ourselves are totally committed to carrying on with this project. We'll wait and see what happens after the election in terms of what might be.'

Clydeport bosses, who have outlined a proposal for the Glasgow Harbour site with MGM Mirage, didn't want to comment.

The SECC, which drew up a casino plan with Kerzner International, is more re-signed to trying something else. The proposed arena next to the SECC was dependent on the casino going ahead, although the pounds 350million 'sustainable urban village' housing project to be developed by Elphinstone remains unaffected.

Robert Eynon, director of marketing at SECC, said: 'Obviously, we are disappointed that there is likely to be only one regional casino built in the foreseeable future given that it would have helped fund our new 12,500-seat purpose-built arena.

'However, we have been aware that something like this could happen and have been working on alternative plans to ensure the arena project goes ahead.'

But for Ibrox there is no plan B, and McClelland admits that many of the plans to redevelop the area around the stadium rest on the investment from Las Vegas Sands.

Current plans at Ibrox include a community centre as well as a leisure centre, hotel and conference centre and shops.

McClelland points out that Rangers FC were already working on a leisure complex and housing development by the stadium before the idea of a casino took hold.

He said: 'It's a big project which goes well beyond the casino, although the casino is clearly helping fund it.'

McClelland's confidence stemsfrom the potential for regeneration of Govan that a Rangers casino complex would bring.

He said: 'The area around Ibrox Stadium is really on its last legs. There's a lot of open space and it does need regeneration.

'The fact that this is genuine urban regeneration gives us cause for optimism that even if there was only one, it would be ours.'

The issue of regeneration is clearly an important aspect of McClelland's argument.

He said: 'The SECC is an existing, fairly high-class development. It is not an urban regeneration project. Ours is genuinely an urban regenerationproject. That is why we are quite confident that after the election there may be some movement.'

Glasgow City Council, which is a majority owner of the SECC site, has yet to give planning consent for Rangers' casino project.

But, McClelland is unfazed un·fazed

. He says Rangers' proposals are well ahead of other plans in the country.

He said: 'The council haven't said yes yet, but we are expecting a decision fairly soon.

'It is one of the very few detailed planning applications that actually exist, not just in Scotland but in the UK. There's quite a lot of rhetoric about who's going to build a casino, but very few of them have detailed planning.'

The location of the first new super casino has yet to be decided, although rumour suggests it will be in Blackpool.

Plans there are being backed by Trevor Hemmings, owner of the Blackpool Tower and this year's Grand National winner, Hedgehunter
