The Independent Financial Centre of the Americas The Independent Financial Centre of the Americas (IFCA) is the world’s first privately operated and independently regulated international financial centre. It will be based in the Dominican Republic Dominican Republic (dəmĭn`ĭkən), republic (2005 est. pop. 8,950,000), 18,700 sq mi (48,442 sq km), West Indies, on the eastern two thirds of the island of Hispaniola. Bernard Tschumi has been commissioned to design an ambitious new commercial city, as large as the southern half of Manhattan, on 17sq km of greenfield land east of the capital Santa Domingo. Tschumi's proposal explores the real and mythical qualities of a place where local ecologies and global finance merge in an unexpected manner. Instead of a rigid masterplan, Tschumi proposes a flexible landscape of buildings and gardens capable of accommodating an array of activities, from business centres, hotels, shops, apartments and so on. Construction will begin in 2007, with the first phase due for completion in 2010. It's a long way from LaVillette. C. S.
