. After his execution was stayed, the state moved to require the prisoner to file his petition within thirty days. The district court held that the inmate was not guaranteed one full year in which to file his federal habeas petition, and ordered the inmate to file within 30 days. According to the court, the Antiterrorism and Effective Death Penalty Act (AEDPA) allowed the court to order the petition to be filed within a reasonable time. (Sussex I State Prison, Virginia)
