Gardner, president of Trammell Crow Residential Services-West, is joining the company as executive vice president and chief operating officer Chief Operating Officer (COO)

. Gardner assumed the presidency of the company in 1990 and under his leadership it has grown from 5,000 units to more than 16,000 units under management, and from 150 to more than 450 employees. Gardner joined the company in 1988 as a regional partner for development finance.

Gardner will join Bay in early December. In his new position, Gardner will be responsible for the company's operations and financial activities.

Geoffrey L. Baker, 35, has been named chief acquisition and development officer. He will continue to supervise Bay's aggressive acquisition, development and redevelopment activities. Baker joined Bay four years ago and was a significant participant in its initial public offering (IPO (Initial Public Offering) The first time a company offers shares of stock to the public. Since the IPO, Baker has been responsible for the successful acquisitions and redevelopment of 13 communities and for the new development of three other communities. Prior to joining Trammell Crow, Gardner, 44, was with the East/West Partners, a Richmond, Va., development company, where he served as general manager of a 2,600 acre planned community, and as chief financial officer for several of the firm's other projects.
