Cunningham said he would speak to the president about the matter. Both said they hoped to get support from California's congressional delegation.

Cunningham also spoke of a marketing offensive. The community's job is to show the advantages of going to San Diego, with its all-year training areas, he said.

Navy officials had spoken of the carrier being home-ported here, Hunter said. Yet he said there is nothing in the law that requires a carrier to be placed in a specific home port, and that national security is the paramount concern.

"If the Reagan getting home-ported here is in jeopardy, that would be a concern for us," said Mike Woiwode, president of the San Diego chapter of the National Defense Industrial Association.

More ships mean more business opportunities, said Woiwode, who is technical director for ARINC ARINC Aeronautical Radio, Inc.

The move would not only carry a business impact but a symbolic one as well, he said.

An environmental assessment process during the late 1990s laid the foundation for basing up to three nuclear-powered carriers in San Diego.
