Banzer relents on coca eradication.

LA PAZ -- The government has agreed to abandon forced eradication of coca cultivation in the Yungas after it became clear that growers would resist such efforts forcefully. Instead, the government agreed to make coca eradication voluntary, but has frozen $42 million in aid until the region eradicates it coca plantations. The government still will provide assistance to farmers that participate voluntarily.
