The five-member, independent Philadelphia Board of Ethics provides ethics training for all city employees and enforces city campaign finance, financial disclosure and conflict of interest laws and has the authority to render advice, investigate complaints and issue fines. The Board also responds to ethical questions raised by city officials and employees. The members are also responsible for recommending improvements, laws and policies that would help reinforce and strengthen the public's trust and confidence in the government.

Mann has nearly 20 years' experience in criminal defense and prosecution.
