Balanced budget unbalances SNFs.

The effects of the Balanced Budget Act of 1997 (BBA BBA

) and the Balanced Budget Refinement Act of 1999 (BBRA BBRA Balanced Budget Refinement Act of 1999 (USA)

) on Medicare payments to SNFs have been analyzed by The Lewin Group, a national policy research group. Some of the findings of the report, sponsored by the American Health Care Association The American Health Care Association (AHCA) is non-profit federation of affiliated state health organizations, together representing more than 10,000 non-profit and for-profit assisted living, nursing facility, developmentally-disabled, and subacute care providers that care for  (AHCA AHCA Agency for Health Care Administration

reductions were targeted at $1 for $6 expended; however, total spending reductions have been closer to $1 for $3 expended, almost twice as much as planned.

* The BBRA was meant to restore necessary spending, but the decline continues.

* Nearly 20 percent of participating SNFs have been forced into bankruptcy.

These findings predict financial instability for an industry in which the demand for its services is on the rise. AHCA, SNFs, hospitals, and other health care facilities are sounding the alarm. Congress needs to put back some of the cut funds to prevent "an acute care crisis."
