The contract is a multi-phase agreement consisting of three phases, which started in August 2001 and is expected to be completed in the spring of 2003. The project has an estimated construction value of $22 million, and will involve the reconstruction of the east end of Fort Duquesne Fort Duquesne (dəkān`, d–), at the junction of the Monongahela and Allegheny rivers, on the site of Pittsburgh, SW Pa.  Boulevard and portions of the Tenth Street Bypass, Tenth Street, Eleventh Street, Penn Avenue Penn Avenue may be the longest street in Pittsburgh. Its western terminus lies at Gateway Center in downtown Pittsburgh. Its eastern portion exits the city at Wilkinsburg where it continues to exist as Penn Avenue with a numbering system that begins anew using small numbers. , French Street and Garrison Place. Additionally, the project will involve a depressed pedestrian walkway along existing Tenth Street from French Street to an anticipated riverfront park at the south bank of the Allegheny River. Baker's responsibilities include construction contract administration, quality control inspection, shop drawing review, schedule review/monitoring, budget monitoring, issue resolution, Convention Center building coordination and revisions.
