Baker & Associates Announces Upcoming Multiple Service Contracts Conferences; Pemex's Upstream Conferences to Motivate Oil Companies.

Business/Energy Editors

HOUSTON--(BUSINESS WIRE)--Sept. 3, 2002

"The likelihood that oil companies will be motivated to participate in international tenders in Mexico is increasing," says George Baker George Baker may refer to:
  • George Pierce Baker (1866–1925), U.S. drama professor
  • George Fisher Baker (1840–1931), U.S. philanthropist
  • George Baker (politician) (born 1942), Canadian Senator
, director of Mexico Energy Intelligence, an industry newsletter based in Houston.

The industry conference of June 20-21, 2002, had about 500 attendees. The next conferences will host about 100 delegates from some 50 companies.

The first of two follow-up industry conferences on Pemex's "Multiple Service Contracts" (MSC (1) (MSC.Software Corporation, Santa Ana, CA, www.mscsoftware.com) Founded in 1963 by Richard H. MacNeal and Robert G. Schwendler, MSC is the world's largest provider of mechanical computer aided engineering (MCAE) strategies, simulation software and services. ) will take place in Veracruz Sept. 4-5, 2002, and will focus on legal issues. Pemex conference schedules are posted at www.msc.pemex.com.

The purpose of the seminar is to dispel doubts about the legality le·gal·i·ty

of the proposed contractual framework. There will be proven reserves in each block to be tendered. "The contractor will commit himself to a ten-year program to develop the known natural gas reserves and other deposits that may be discovered," observes Baker, an industry expert. Pemex hopes for an increase of 1 Bcfd (billion cubic/day) of gas production within 3 years.

Unlike most such contracts worldwide, the contractor will not be able to book reserves, nor will he be compensated as a function of successful production. Instead, he will be paid according to according to

The initial area scheduled for this approach to attracting investments from international oil companies is the gas-prone Burgos Basin, located in northeast Mexico.

This innovative scheme in a country that for decades has excluded oil companies has sparked ideological as well as legal controversies. The first Veracruz seminar is intended to give the prospective bidders confidence about the legal foundations of the tender and subsequent contracts. Next month's seminar, scheduled for Oct. 8-9, 2002, will be to convince companies that the contracts will let them make money.
