The birth of the African Union African Union (AU), international organization established in 2002 by the nations of the former Organization of African Unity (OAU).  on 23 April, 2001 with the OAU General Secretariat and became the 35th member state to do so. On 26 April, 2001 Nigeria became the 36th member state to deposit its instrument of ratification. This concludedthe two-thirds requirement and the Constitutive Act entered into force on May, 2001. The Constitutive Act replaces the Charter of the OAU. However, the Charter will remain operative for a transitional period of one year (from 11 July 2001 to 10 July 2002), forthe purpose of enabling the OAU/AEC to undertake the necessary measures regarding the devolution of its assets and liabilities to the union. The coming into force of the Constitutive Act should thus be seenas the first step in an ongoing process to streamline and. rationalise the existing organisational framework of the Continent, so making the continental organisation relevant to the challenges of the 2181 Century and to achieve the ultimate goal of comp lete AU.

It was agreed that the AU should be something new, with the emphasis on being African. It should not be acontinuation of the OAU under a different name. Therefore, the structure that it is endowed with and the capacities build into it have to enable the realisation of the objectives of enhancing the economic, political and social integration and development of the African people The term African people can be used in two ways. First, it may refer to all people who live in Africa, see also demographics of Africa. Second, it is commonly used to describe people who trace their recent ancestry to indigenous inhabitants of Africa, in particular Sub-Saharan  

The General Secretariat was called upon to work closely and in a consultative manner with member states through their Permanent Representatives and Experts from the member states. This is to ensure that the views of each member state are taken on board in the final recommendations and proposals, which will be taken to Council and the Assembly for endorsement and formal adoption. A Representative Committee of Ministers will be established for this purpose, which will oversee the process and present its proposals and recommendations to the Council and the Assembly.

It was emphasised that there was need for prioritisation, giving urgency to the key organs that are required to be in place in order for the AU to become operational expeditiously ex·pe·di·tious

The priority organs are the Assembly. the Executive Council, the Commission and the Permanent Representative Committee (the Pan-African Parliament The Pan-African Parliament, also known as the African Parliament, is the legislative body of the African Union. The African Parliament held its inaugural session in March 2004.  will develop its own Rules of Procedures). In July 2002 South Africa will host the inaugural Summit of the Assembly of the AU. Consequently President Mbeki is likely to be the first leader to preside over the new AU.

With reference to other organs not specifically referred to in the Constitutive Act, the Lusaka Summit decided that the Central Organ should be incorporated into the AU as an organ, with the simultaneous review of the Structure, Procedure and Working Methods of the Central Organ, including a possible change of name. Furthermore, the Secretary General should consult the Regional Economic Communities (RECs), and RECs should be involved in the formulation and implementation of all Programmes of the AU. , the adoption of the Consultative Act in Lome, and the proclamation of the AU in Sirte on 2 March 2001. Underlying all these milestones is the creation of the OAU on the 251h May, 1963. Thus, 25 May will be retained as Africa Day Africa Day is the annual commemoration on May 25 of the 1963 founding of the Organisation of African Unity (OAU), which was in July 2002 succeeded by the present African Union, while amalgamating with the African Economic Community (AEC), but kept the date and name of Africa Day.  and continue to be commemorated as such, while 2, March will be recognised as AU Day. With reference to the involvement of civil society in the activities of the AU, the Lusaka Summit decided that civil society organisations (CSOs) should be involved in the formulation and implementation of Economic, Social and Cultural Council (ECOSOOC) Programmes. Proposals and recommendations on Structure, Function, Area of Competence and relationships should be submitted to next Council of Ministers meeting. Recommendations should also include the Procedure and Criteria in selecting members of ECOSOCC ECOSOCC Economic, Social and Cultural Council (of the African Union)  as well as the Rules of Procedure.

New African Initiative

Related to the birth of the AU however being implemented as a completely different initiative on the African continent, is the New African Initiative, which was unanimously adopted by the Lusaka Summit on 11 July, 2001. The New African Initiative represents a merger between the Millennium Partnership for the The New Partnership for African Development (NEPAD NEPAD New Partnership for Africa's Development ) is a pledge by African leaders, based on a common vision and a firm and shared conviction that they have a pressing duty to eradicate poverty and to place their countries, both individually and collectively, on a path of sustainable growth and development, and at the same time to participate actively in the world economy and body politic BODY POLITIC, government, corporations. When applied to the government this phrase signifies the state.
     2. As to the persons who compose the body politic, they take collectively the name, of people, or nation; and individually they are citizens, when considered
. The Initiative is anchored on the determination of Africans to extricate themselves and the continent from the malaise of underdevelopment and exclusion in a globalising world. It is a call for a new relationship of partnership between Africa and the international community to overcome the development chasm. The Initiat ive is premised on African states making commitments to good governance, democracy and human rights, while endeavouring to prevent and resolve situations of conflict and instability on the continent. Coupled to these efforts to create conditions conducive for investment, growth and development, are initiatives to raise the necessary resources to address the development chasm in critical sectors that are highlighted in the Programme, such as infrastructure, education, health, agriculture and information communication technology CICT CICT Commission on Information and Communications Technology ).

The founding document of the Initiative contains both a strategic policy framework and a detailed Programme of Action. The founding document is supported by a number of detailed papers dealing with each of the major themes in the Initiative. The Programme of Action contained in the Initiative is constructed in the following manner:

Africa's common initiative will also be taken to the World Conference Against Racism The World Conference against Racism (WCAR) are international events organized by the UNESCO in order to struggle against racism ideologies and behaviours. Three conferences have been held so far, in 1978, 1983 and 2001. , the World Summit on Sustainable Development, and the Financing of Development Conference in Mexico in 2002, amongst other events and bilateral interactions. It will be essential to optimally utilise these opportunities and to establish the linkages between Africa's initiative and existing commitments made under such initiatives as the G-8 Okinawa Declaration, the UN Millennium Declaration, the Euro-Africa Declaration, the Skagen Declaration, the Copenhagen Declaration, and the Sino-Africa Declaration.

There has been much debate and discussion surrounding the new initiative. Some support it as the so called first comprehensive; integrated proposal coming from Africa to. systematically address poverty and the socio-economic. development of the continent. Others offer conditional support, pointing out that while the initiative has great potential, African governments need to consult more broadly with their own people on the NEPAD before making. commitments to yet another development plan. Still others, particularly those individuals and institutions that have been critical of the effects of World Bank and International Monetary Fund imposed structural adjustment programs, thoroughly reject the plan as a shameless promotion of neoliberal ne·o·lib·er·al·ism

Nouvelle Initiative Africaine

Bien qua la 'Nouvelle Initiative Africaine', qui a ete adoptee l'unanimite le 11 juillet 2001 par la sommet de Lusaka, soit reliee a la naissance de l'Union Africaine, elle est mise en oeuvre comma une initiative completement differente sur la continent africain.
