The Ebensburg/B&W partnership built, owns and operates the facility's cogeneration plant, which features a B&W circulating fluidized bed A fluidized bed is formed when a quantity of a solid particulate substance (usually present in a holding vessel) is forced to behave as a fluid; usually by the forced introduction of pressurised gas through the particulate medium.  (CFB CFB Canadian Forces Base ) boiler that burns recovered waste coal to make electricity and generate steam for heat. Reclamation and fuel supply services are provided by B&W's Revloc Reclamation Services Inc.

In its eight years of operation, EPC has succeeded in removing waste coal refuse from the surrounding creek, extinguishing fires from the piles and restoring land with vegetation. By the project's completion, EPC will have reclaimed 86 acres of abandoned refuse pile, hauled away approximately three million tons of acidic coal refuse, eliminated six pollutional discharges, restored five miles of the area's streams, and eliminated a refuse pile fire that was burning for 18 years.

In addition to the commendation by IMCC, EPC also has been recognized with the regional Joseph A. Holmes safety award in 1996 for its commitment to safety and exemplary record of no lost-time accidents, and with the "Plant of the Year" award that same year by the Anthracite anthracite (ăn`thrəsīt'): see coal.
