The Metropolitan Transportation Authority board voted 8-0 to discard the original environmental impact report and approvals - a move ordered by a judge last week. But the board refused to halt work on the $330 million busway, saying it would increase the price tag by $109 million and could result in the loss of $68 million in state funds. Members said that continuing construction would not prejudice them against any alternatives contained in the new EIR EIR n. popular acronym for environmental impact report, required by many states as part of the application to a county or city for approval of a land development or project. (See: environmental impact report) . But Citizens Organized for Smart Transit, a grass-roots group that has been fighting the busway for 2 1/2 years, said the agency cannot continue construction without a valid EIR. ``I don't care

COST had tried unsuccessfully last week to get the Superior Court to halt the project again. Lipari said Thursday the group had taken its case to the state Court of Appeal. The MTA last week released the revised EIR showing the busway would provide faster service and be a cheaper way to attract new riders than Rapid buses. The MTA board is accepting comments on the revised EIR and is scheduled to vote on it Dec. 13. The board also postponed a plan to offer the contractor a $1 million bonus to get the project back on schedule, saying it didn't want to invest even more money in the project before the December vote. The bonus was part of a $7.9 million plan that would have allowed the contractor to put crews on overtime to finish work - now five months behind schedule - by the planned August 2005 opening. ``This will preserve the board's ability to make its decision on Dec. 13 without burdening itself with additional financial expenditure,'' said Supervisor Zev Yaroslavsky Zev Yaroslavsky (born December 21, 1948) is a Los Angeles County politician.
